He stated if this is an Interim Use, <br /> he would suggest one of the areas where there would be flexibility is the time pe- <br /> riod for which it would be extended or an automatic renewal if there were not any <br /> complaints, which would be very helpful. He stated there were nineteen people at <br /> the Church in February and represented seven different families. He thought the <br /> direction the City is heading in is a good one the Church could support. <br /> Mr. Shardlow stated there was a church that could not participate in January and <br /> his church was asked to take that month as well as February but could not because <br /> of the sixty-day non-consecutive day rule. He wondered if it could be a continu- <br /> ous sixty days rather than thirty days in a year. <br /> Mayor Roe thought the Church could go sixty days with a one-day gap and would <br /> meet the law requirements. He stated that was something to take into considera- <br /> tion. <br /> Ms.Janet Berryhill,2673 Western Avenue N. <br /> Ms. Berryhill stated she was at the Homework Starts at Home kickoff and heard <br /> about this. She was at the meeting to support the City lowering the fee. She <br /> thought the church was doing the community work that the City should be doing. <br /> She would like all of the structures as a community to help address homelessness <br /> and was glad the City was looking at this. She understood there is a cost for staff <br /> time, but the church is doing work that the residents and City then do not have to <br /> pay for. She encouraged the City Council to consider rebating the church's mon- <br /> ey that has already been paid. <br /> No one else wished to make a comment. <br /> Mayor Roe stated the City Council looked forward to this coming back to the <br /> Council with the suggested changes. <br /> d. Appoint Members to Planning; Parks and Recreation and Public Works En- <br /> vironment and Transportation Commissions <br /> Assistant City Manager Olson briefly highlighted this item as detailed in the RCA <br /> and related attachments dated March 25, 2019. <br /> Laliberte moved, Willmus seconded, to appoint Arneson, Brown, and Dahlstrom <br /> to the Parks and Recreation Commission for terms ending March 31, 2022. <br /> Council Discussion <br /> Councilmember Willmus indicated he supported the motion. One of the things he <br /> found of interest was Stephanie Hammer would probably be a good candidate for <br />
