Regular City Council Meeting <br /> Monday, March 18, 2019 <br /> Page 10 <br /> General Fund financial statement it can include a line stating how much is desig- <br /> nated for cash carryforward so everyone will know what it means until the money <br /> is designated for something else. <br /> Mayor Roe stated this will show that the City's General Fund is not $450,000 be- <br /> low the minimum without any further action. <br /> Mr. Miller indicated that was correct. <br /> Councilmember Laliberte wanted to clarify that the document Mr. Miller had on <br /> the screen had Future Initiatives highlighted and she remembered the Council had <br /> that conversation previously and that was not the language the Council wanted. <br /> Councilmember Etten stated the Commission recommendation from September is <br /> consistent with Mr. Miller's second point that there would be a line item in the <br /> General Fund that denotes this. He stated the Council was going to talk about <br /> whether all of the funds in the Park and Recreation Fund would be pulled or not at <br /> this time. He thought the Council was creating the fund and not necessarily de- <br /> termined that choice yet. <br /> Mayor Roe stated the Council could have a subsequent motion tonight to change <br /> how much is taken from the Parks and Recreation Fund if the Council is prepared <br /> to do that. <br /> Councilmember Etten thought at this point, it would be better to have the discus- <br /> sion regarding what range is wanted and then change it back, if needed. <br /> Mayor Roe agreed and thought that was a much better process. <br /> Councilmember Laliberte stated she was much more comfortable with that and <br /> wondered if the Finance Commission should look at the range because she <br /> thought having a low and a high was important in that fund and not having a static <br /> number. <br /> Mayor Roe thought Council direction to the Finance Commission would be to <br /> first create cash carry forward fund policy language and then undertake review of <br /> what the maximum and minimum level for reserve should be in the Parks and <br /> Recreation Fund. <br /> Councilmember Etten suggested including the Parks and Recreation Commission <br /> in that discussion as well. <br /> Mayor Roe agreed and thought that was an excellent point. He stated there are <br /> actually two funds for the Parks and Recreation Department. <br />
