No one appeared to speak. <br /> 5. Recognitions, Donations, and Communications <br /> 6. Items Removed from Consent Agenda <br /> 7. Business Items <br /> a. Receive Presentation Regarding the Implementation Phase of the Rice and <br /> Larpenteur Gateway Alliance <br /> Community Development Director Gundlach briefly highlighted this item as de- <br /> tailed in the RCA and related attachments dated March 18, 2019. <br /> Kim O'Brien, from the St. Paul Area Chamber of Commerce (SPACC) presented <br /> the scope of services that will be engaged in with regard to implementation of the <br /> Alliance. <br /> Mayor Roe noted the Chamber and different entities are currently working on <br /> specific contract language that will come back to all of the entities for the formal <br /> approval of this award with the Chamber. He reminded the Council that the total <br /> commitment for the City of Roseville was $50,000 for this phase of the project. <br /> Councilmember Willmus thanked Ms. O'Brien for the presentation. He stated <br /> with respect to partners, one of the things from his perspective that is missing for <br /> the commercial property owners, is what effort will be coming forward to engage <br /> those individuals. He thought the Chamber had a great marketing piece but with- <br /> out the commercial property owners, that is all it is. <br /> Ms. O'Brien stated Councilmember Willmus had an excellent point and thought <br /> the commercial property owners can be easily identified and reached out to direct- <br /> ly. She indicated she would be happy to do that. She thought as the interim alli- <br /> ance gets through its first six months of work and starts to develop an infrastruc- <br /> ture for the permanent alliance, the partners need to be thinking clearly as who <br /> needs to be at that table. She thought this was a very good point and appreciated <br /> the feedback. <br /> Councilmember Etten agreed and stated if the private investment was looked at <br /> and the private landowners are not on board, then the alliance will be in trouble. <br /> He stated the other piece that is important and needs nurturing is to work with <br /> Ramsey County because they will be doing almost all of the public infrastructure. <br /> The two groups with all of the control here are the County and the larger property <br /> owners so making sure those two entities are at the table regularly and early is key <br /> to any success. <br />
