Human Rights, Inclusion and Engagement Commission Minutes <br />March 20, 2019 –Draft Minutes <br />Page 3of 18 <br />90 <br />91 Commissioner Hansel stated she did some updates to her proclamation. She noted <br />92 she edited the beginning to make it more uniform. <br />93 <br />94 Chair Beltmann stated she needed to go back and take a look at the Mental Health <br />95 Proclamation to see if she could add anything. She used the proclamation that was <br />96 provided by NAMIas her template so she needed to see if there was anything,she <br />97 could add that would help to add in the information the City Council was looking for. <br />98 She stated for Constitution Week, she looked at a couple of different optionsand this <br />99 came from the Daughters of the American Revolution. She noted this was their <br />100 proclamation,so she did not know if the Commission wanted to continue to edit it to <br />101 make changes or leave as is because this is the recommended proclamation. <br />102 <br />103 Commissioner Peterson stated this proclamation is what the City used in the past for <br />104 Constitution Week. <br />105 <br />106 Chair Beltmann stated she would need to look back. She thought there were some <br />107 changes,but she thought it was based off of the official source for the proclamation. <br />108 She thought it does get to the legal side of things and the one piece it does not answer <br />109 that the Council asked for is people making contributions which she did not know if <br />110 there was anyone locally the Commission could point to that made contributions to <br />111 the Constitution. <br />112 <br />113 Commissioner Peterson thought the proclamation was one that did not fit with therest <br />114 of them,so she thought going with what has historicallybeen there is a safe bet <br />115 because it is a historical proclamation and seems a little unfitting to change something <br />116 that is about history and what happened. <br />117 <br />118 Commissioner Macomber stated there was one sentence in the proclamation that nags <br />119 at her a little bit which is the sentence to reaffirm the ideals of the framers of the <br />120 Constitution had in 1787. She stated some of the ideals would not be agreed with <br />121 today and there have been amendments to the Constitution that she thought don’t <br />122 abandon the ideals of the framers but move the Constitution along as a living <br />123 document that better reflects changing values. She stated as a womanshe really liked <br />124 to have the right to vote as an example. <br />125 <br />126 Chair Beltmann thought that was a really good point. <br />127 <br />128 Commissioner Macomber did not know if it would be a sentence that could <br />129 eliminated or take the word out. <br />130 <br />131 Commissioner Bolinger thought the sentence could read “Constitution Week and the <br />132 Ideals”. <br />133 <br /> <br />
