EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, <br /> County of Ramsey, Minnesota, was held on the 22nd day of April, 2019 at 6:00 p.m. <br /> The following Council Members were present: Willmus, Laliberte, Groff, Etten, and Roe; and <br /> none were absent. <br /> Council Member Laliberte introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 11591 <br /> A RESOLUTION APPROVING THE MCCARRONS HILL FINAL PLAT (PF18-016) <br /> WHEREAS, the Roseville City Council approved the proposed preliminary McCarrons Hill plat <br /> on February 25, 2019, with the following conditions; <br /> 1. Submission of a final tree preservation and replacement plan based on the final grading/drainage <br /> plan. <br /> 2. Submission of final civil plans that require the review and approval of the City Engineer. <br /> 3. All utilities, including storm water BMP's, and the road, shall be private. <br /> 4. Stormwater Best Management Practices (PMP's) and requirements must be approved by the City <br /> and the Capitol Region Watershed. <br /> 5. All necessary and required D/U easements are finalized before final plat. <br /> 6. Properties adjacent to the wetland must have wetland buffer signs installed. <br /> 7. An encroachment agreement will be required for BMP's and any retaining wall that will be <br /> constructed within the drainage easement. <br /> 8. A Home Owners Association(HOA)must be established for private road and utility maintenance, <br /> which includes the storm water PMP. <br /> 9. Developer will be required to work with staff to provide pedestrian improvement for access across <br /> North McCarrons to the school. Improvements may include a crosswalk, signage,pedestrian <br /> ramps, sidewalk, signage and parking restrictions. All costs for improvements will be at the <br /> developer's expense. <br /> 10. Developer responsible for a payment in-lieu of park land dedication in the amount of$16,000 <br /> ($4,000 per lot), to be paid at the time of Final Plat release. <br /> 11. A Public Improvement Contract shall be approved by the City Council which will document the <br /> installation or improvements and document ownership and future maintenance responsibility. <br /> And WHEREAS, the property owner, the Minnesota Department of Military Affairs in <br /> cooperation with Hand-in-Hand Christian Montessori, has submitted a valid application for final <br /> approval of the proposed McCarrons Hill plat; and <br /> Page 1 of 3 <br />
