82 <br />83 7)PARK DEDICATION REVIEW AND RECOMMENDATION – 2433 COUNTY <br />84 ROAD B WEST <br />85 Staff provided the history, purpose, options and laws pertaining to Park Dedication for the <br />86 City of Roseville. <br />87 <br />88 The development plan for 2433 County Road B West is to subdivide 1.04 acres into 7 lots <br />89 and develop 6 townhomes. This project qualifies for park dedication. The cash amount would <br />90 be $24,000 ($4,000 per additional lot) or the land amount would be 10% of 1.04 or .10 acre. <br />91 <br />92 Commissioner O’Brien asked if there is anything that a .10 acre park could be used for. Staff <br />93 confirmed that a park that size would only be useful as a connection and potential stopping <br />94 point between parks. However, this location does not require any connections. <br />95 <br />96 Commissioner Stoner noted that foresight and creativity will be needed if there is ever going <br />97 to be additional parkland in southwest Roseville. In addition, he pointed out that although <br />98 this would be a small park there is a large parcel of land in the area that is identified as a <br />99 potential park in the Master Plan and together the two parcels could help to meet the Park <br />100 and Open Space acquisition goals in southwest Roseville. <br />101 <br />102 Commissioner Heikkila questioned who determines which part of the land is deemed Park <br />103 Dedication land. Staff stated that the city would decide which part of the land would be used <br />104 for park land to satisfy Park Dedication. <br />105 <br />106 Commissioner O’Brien made a motion to recommend cash in lieu of land to the City Council <br />107 in the amount of $24,000 for the location at 2433 County Road B West . Commissioner <br />108 Brown seconded. Motion passed unanimously. <br />109 <br />110 8) CASH RESERVE FUND COMMUNICATIONS <br />111 Staff provided an overview of the Request for Council Action (RCA) that was presented to <br />112 the City Council by Finance Director Chris Miller on March 18. As noted in the RCA the <br />113 Parks and Recreation cash reserve target level is 25% and does not have an identified target <br />114 high or low range like other departments. Based on the 25% reserve level the Parks and <br />115 Recreation Operating Fund had $634,968 over the 25% cash reserve amount. This overage <br />116 amount was moved to the General Fund with the note that it is earmarked as Parks and <br />117 Recreation funds. The additional amount in the Parks and Recreation account can be <br />118 attributed to a continual fluctuation of many factors including weather and increased revenue. <br />119 <br />7 7 77 <br /> <br />
