Roll Call <br /> Mayor Roe called the meeting to order at approximately 6:00 p.m. Voting and Seating <br /> Order: Laliberte, Etten, Willmus, Groff and Roe. City Manager Patrick Trudgeon and <br /> City Attorney Mark Gaughan were also present. <br /> 2. Pledge of Allegiance <br /> 3. Approve Agenda <br /> Groff moved, Willmus seconded, approval of the agenda as presented. <br /> Roll Call <br /> Ayes: Laliberte, Etten, Willmus, Groff and Roe. <br /> Nays: None. <br /> 4. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> Ms. Priscilla Morton, 2593 Western <br /> Ms. Morton stated this item is in regard to the Twin Lakes Development. She stated this <br /> is a very large development and in looking at all of the documents and some of the exist- <br /> ing rules that apply to this development area, there are lots of wonderful environmental <br /> protections, but she did not specifically see anything regarding greenhouse gas emission <br /> limits. She thought in this day and age and being one of the priorities in 2019 for Rose- <br /> ville, she would be concerned if the City is not making some policy decisions about the <br /> greenhouse gas emissions that these new buildings will add. According to the City's <br /> 2040 plan to get to eighty percent below 2015 levels will be a major challenge. Her <br /> thought is if the City is not asking of that for the new buildings, they could be in the posi- <br /> tion of asking heating plants still useable in ten to twenty years, to be switched over to <br /> clean energy when it would be far more advantageous to the developers to be putting in <br /> something that would not require replacement due to some future mandate. Not only for <br /> the City's purposes but also for the developer, it makes sense to start putting those re- <br /> quirements in place now for the new buildings. <br /> Ms. Morton also suggested providing outlets for electric cars at the new buildings, mak- <br /> ing it easier and incentivizing the new condo owners and tenants, making it easier for <br /> them to choose clean vehicles in the future. She thought this was a logical step to move <br /> forward with. <br />
