Regular City Council Meeting <br /> Monday, April 22, 2019 <br /> Page 8 <br /> Mayor Roe stated to clarify, there is less volume coming toward McCarrons with <br /> the new plan than there is currently. <br /> Mr. Freihammer stated that was correct. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Councilmember Etten stated one of the pieces is about pedestrian access on North <br /> McCarrons and it lists a number of things such as crosswalk, signage, pedestrian <br /> ramps, sidewalk, parking restrictions. He asked which items are just a laundry list <br /> versus what has actually been discussed and is being required of the property <br /> owner. <br /> Mr. Freihammer stated staff has not seen any particular plans or proposals but did <br /> put that in as a catch-all. If any of that was requested, it would be at the develop- <br /> er's cost. <br /> Laliberte moved, Groff seconded, adoption of Resolution No. 11591 (Attachment <br /> A) entitled, "Resolution Approving the McCarrons Hill Final Plat (FP18-016)" <br /> subject to the following conditions: <br /> 1. Payment in lieu of park dedication in the amount of$4,000 per lot or <br /> $16,000 prior to City release of the plat mylars for recording. <br /> 2. Final approval of the project development plans by the City Engineer. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Groff, Etten and Roe. <br /> Nays: None. <br /> d. Appoint Members to the Public Works, Environment and Transportation <br /> Commission <br /> City Manager Trudgeon briefly highlighted this item as detailed in the RCA and <br /> related attachments dated April 22, 2019. <br /> Etten moved, Groff seconded, to appoint Karen Hueitt and Shane Spencer to the <br /> Public Works, Environment and Transportation Commission for terms ending <br /> March 31, 2021. <br /> Council Discussion <br /> Councilmember Etten stated he had hoped to have Ms. Hueitt appointed a few <br /> weeks ago but that did not work out. He thought Ms. Hueitt was going to bring a <br /> great level of knowledge as someone who is running, essentially, a Public Works <br /> Department for the State College and University system for Minnesota along with <br />
