<br /> ROSEVILLE PARKS AND RECREATION COMMISSION <br />MEETING MINUTES FOR <br />APRIL 2, 2019 6:30 p.m. <br />PRESENT:Arneson, Baggenstoss,Brown, Dahlstrom,Heikkila, Hoag, <br />Newby,O’Brien,Stoner <br />ABSENT: Quick <br />STAFF: Brokke, Christensen, Deal, Robinette <br /> <br />1) INTRODUCTIONS <br /> <br />2) ROLL CALL/PUBLIC COMMENT <br />Former Commissioner Warzecha came to say goodbye to her fellow Commissioners and to <br />welcome the three new Commission members. Commissioner Warzecha also provided an <br />update on the recent Ethics Commission meeting. <br /> <br />3) APPROVAL OF MINUTES – MARCH 5, 2019 MEETING <br />Vice-Chair Hoag moved to approve the March 5, 2019 meeting minutes. Commissioner <br />O’Brien seconded. Motion passed unanimously. <br /> <br />4) INTRODUCTION AND OATH OF OFFICE FOR NEW COMMISSION MEMBERS <br />The Oath of Office was completed by Commission Chair Baggenstoss for new Commission <br />members Joseph Arneson, Daryl Brown and David-Todd Dahlstrom. <br />5) TREE PRESERVATION REPORT AND UPDATE <br />Commissioner Stoner relayed that he was able to get the existingand plannedtreereplanting <br />documentsfrom Community Developmentfor the new Senior Living Community at 2650 <br />Lexington Ave.He noted that many of the planned replanted trees are not far from an <br />original removed tree. He was not sure of the thought process of removing the existing <br />trees? Some theories include not wanting to deal with the trees during the construction <br />process or not liking the original species. Finally, Commissioner Stoner confirmed that in <br />addition to having to replant each tree there is a fine that is charged for each removed tree. <br />Commissioner Stoner questioned if the amount of trees that were removed indicates that the <br />current finerate isnot high enough? <br />Commissioner O’Brien confirmed that this is a private development and the Commission <br />Tree Board only has oversight of trees on public land. <br /> <br />Former Commissioner Warzecha noted her disappointment with the removal of native trees <br />and the replanting with non-native trees. <br /> <br />1 <br /> <br />
