Because the payback was not there finan- cially, the City could not justify it from a financial perspective. He thought that those will be some of the forces that will be pushed on as the City looks at im- plementing this policy. Mayor Roe thought if the Council had electronic packets rather than paper pack- ets, it would really cut down on paper consumption. Councilmember Laliberte stated there would be some education internally with this so she asked if that would also come from interns or volunteers. Mr. Culver stated partly staff will work amongst the executive team at first to talk about this policy, the implementation of it, and generate some ideas from depart- ment heads. Councilmember Etten thought this looked like a great cross departmental piece that is in the City Manager's goals. Laliberte moved, Groff seconded, adoption of the Environmentally Preferred Pur- chasing Policy. Mayor Roe offered an opportunity for public comment, with no one coming for- ward. Council Discussion Mayor Roe stated in the document he would like to have all of the "shall" re- placed with"will"to be consistent. Councilmember Laliberte appreciated the conversation and all the work the Commission did on this. Councilmember Groff liked that the City is moving forward with the Green Steps program and this policy is a movement in the right direction, in his opinion. He appreciated all of the work by the PWEC Commission, found it interesting to read the comments, and thought the Commission brought up some really good points. Councilmember Etten appreciated the work and direction as the City keeps mov- ing forward with things in the Green Step program. He also appreciated that this policy gives allowance for the Departments to make the right choice for the City while pursuing those goals. Roll Call Ayes: Etten, Willmus, Laliberte, Groff and Roe.
