Consider Adopting Environmentally Preferable Purchasing Policy <br /> Public Works Director Marc Culver briefly highlighted this item as detailed in the <br /> RCA and related attachments dated May 6, 2019. <br /> Councilmember Willmus stated an example from Public Works pertains to the <br /> fleet the surveyors and engineers use. He stated a number of years ago the City <br /> transitioned to smaller, more efficient vehicles. He suggested other departments <br /> in the City look at this and determine if, for example, a building inspector needed <br /> to be driving a full-size pickup. He noted there are a lot of things related to pur- <br /> chasing of copy paper and things like that, but there are bigger ticket items too <br /> that he thought the City needs to focus on and look to areas where the City can <br /> improve efficiencies. <br /> Mayor Roe stated what comes to his mind is environmentally responsible building <br /> materials for building projects. <br /> Councilmember Laliberte stated in the Commission discussion, there was a dis- <br /> cussion about helping to avoid certain purchases and she wondered if Mr. Culver <br /> could expand on that. <br /> Mr. Culver thought it referred to the overall reduction of what the City uses and <br /> trying to reuse materials and such. <br /> Councilmember Laliberte asked who would oversee this and what would be the <br /> reporting or tracking process for what the City is accomplishing through this and <br /> asked Mr. Culver if he sees any unintended consequences? <br /> Mr. Culver stated the responsible department would be Public Works and that is <br /> where interns and volunteers would be used to help staff do some research and <br /> work with Departments to find alternatives. Ultimately, some minor reporting <br /> will be done. He noted Green Steps four and five are all about benchmarking and <br /> reporting and tracking what is actually being done and the results. He stated <br /> Councilmember Willmus mentioned buying smaller vehicles and at some point, <br /> there needs to be an open discussion about purchasing electric vehicles, noting <br /> there are additional costs and the paybacks are much longer on electric vehicles. <br />
