Regular City Council Meeting <br /> Monday, May 6, 2019 <br /> Page 7 <br /> tains his property very well and has expressed concern and does not want to look <br /> at that either. <br /> Mr. Greg Dodge, 412 Brooks Avenue West <br /> Mr. Dodge lives a couple of houses down and across the street. He echoed Ms. <br /> Wilmes comments and remarks regarding the appearance of the neighborhood. <br /> His family moved to Roseville nineteen years ago because it was a beautiful city <br /> and close to the things his family found of value to them. Mr. Acree's yard is an <br /> unsightly thing to see driving down the road. <br /> Dodge believes that property owners have the right to do whatever they wish to <br /> do with their property as long as it doesn't infringe upon the laws and upon the <br /> values and rights of others. In this case he believes, it is affecting the neighbor- <br /> hood properties. He suggested some sort of action needed to be taken and it is <br /> nothing personal with the property owners. <br /> Mr. Dave Wilmes, 396 Brooks Avenue West <br /> Mr. Wilmes stated in terms of the impact, two neighbors, one next to Mr. Acree <br /> and one two houses away had to lower the price of their homes to sell them by at <br /> least twenty-five thousand dollars. When all is said and done property value is <br /> important for everyone and many of the residents have their retirement invested in <br /> their homes. Another type of impact is that another neighbor's child was graduat- <br /> ing from high school and wanted to have their graduation party somewhere else <br /> because she was afraid to have her friends come to her house and see the house <br /> next to them, as it was embarrassing to her. He stated these are the kind of things <br /> that one, is a financial impact, and the other is kind of an emotional impact, but <br /> both are important. He stated it is frustrating. He stated when Mr. Acree moved <br /> in, he went and greeted him and felt good about his neighbor but the amount of <br /> stuff that is being accumulated, coming from a mental health background, he <br /> thinks there is an issue here and it has an impact on folks outside and close to this <br /> property. <br /> Mr. William Acree, 297 Brooks Avenue(Property Owner) <br /> Mr. Acree stated in reference to Mr. Wilmes' last comment he did not think he <br /> ever even met this gentleman. He stated the person he purchased his home from <br /> was the issue and informed him prior to purchasing that Mr. Wilmes had a lot of <br /> problems as well with that particular person. He stated he spent thirty-four years <br /> teaching in St. Paul and currently works for Ramsey County. Some of the things <br /> the residents are bringing up are not the total truth. Granted, again, he has accu- <br /> mulated a lot of stuff, but it is not stuff that is bad, it is stuff that he enjoys having <br /> and pays his property taxes and his mortgage payment in order to do so. He stat- <br /> ed after a while, enough is enough and he understands there are certain changes <br /> he needs to make and has addressed that. He stated he has a dumpster and has <br />
