EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, <br /> County of Ramsey, Minnesota, was held on the 20th day of May 2019, at 6:00 p.m. <br /> The following members were present: Willmus, Laliberte, Groff, and Mayor Roe. <br /> and the following were absent: Etten. <br /> Council Member Groff introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 11601 <br /> A RESOLUTION APPROVING A CONDITIONAL USE PURSUANT TO §1009.02.0 AND <br /> §1009.02.D.37 OF THE CITY CODE,AT 2340 ROSE PLACE (PF19-006) <br /> WHEREAS, City Code §1009.02.0 establishes general Conditional Use (CU) criteria that is <br /> required to be met by a CU proposal; and <br /> WHEREAS, City Code §1009.02.D.37 establishes specific CU criteria for motor freight <br /> terminals that is required to be met by a CU proposal; and <br /> WHEREAS, the Roseville Planning Commission held the public hearing regarding the proposed <br /> CU on May 1, 2019, voting 7-0 to recommend approval of the motor freight terminal use and <br /> development at 2340 Rose Place, based on public testimony and the comments and findings of the staff <br /> report prepared for said public hearing; and <br /> WHEREAS, the property at 2340 Rose Place is legally described as: <br /> REQUIRES LEGAL DESCRIPTION <br /> WHEREAS, the City Council has determined that approval of the proposed CU to permit a <br /> motor freight terminal pursuant to Table 1006-1 and §1009 of the City Code will not result in adverse <br /> impacts to the surrounding properties based on the following findings: <br /> GENERAL CONDITIONAL USE CRITERIA§1009.02.C: <br /> 1. The proposed use is not in conflict with the Comprehensive Plan: <br /> The use of the property for the development of a motor freight terminal is a conditional use, which is <br /> required to meet specific criteria in §1009.02.D.37 of the City Code. Although not specifically <br /> identified or noted in the 2030 Roseville Comprehensive Plan, the use is supported within the <br /> General Land Use and Employment Area Goals and Policies sections. <br /> General Land Use Goals and Policies <br /> Goal 1: Maintain and improve Roseville as an attractive place to live, work, and play by <br /> promoting sustainable land-use patterns, land-use changes, and new developments that <br /> contribute to the preservation and enhancement of the community's vitality and sense of <br /> identity. <br /> Policy 1.4: Maintain orderly transitions between different land uses in accordance with the <br /> general land-use guidance of the Comprehensive Plan by establishing or strengthening <br /> development design standards. <br /> Policy 1.5: Promote well-planned and coordinated development. <br /> Page 1 of 4 <br />
