EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL <br /> OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br /> of Roseville, County of Ramsey, Minnesota, was held on the 20th day of May 2019, at 6:00 <br /> p.m. <br /> The following members were present: Willmus, Laliberte, Groff, and Mayor Roe. <br /> and the following were absent: Etten. <br /> Council Member Groff introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 11602 <br /> A RESOLUTION APPROVING THE TEMPORARY OUTDOOR STORAGE OF <br /> SEMI-TRAILERS, SMALL UTILITY TRAILERS AND DUMPSTERS AT 2211 COUNTY <br /> ROAD C2 (PF19-002) <br /> WHEREAS, Voyd Trailer of Minnesota(dba Big Blue Box) in cooperation with 1926 <br /> Grand Avenue, LLC (property owner)has applied for a renewal of the 2015 approved Interim Use <br /> to utilize the property for continued staging and storing of semi-trailers.; and <br /> WHEREAS, the property at 2211 County Road C2 is legally described as: <br /> PIN: 05-29-23-13-0006 <br /> WHEREAS, the Roseville Planning Commission held the public hearing regarding the <br /> proposed INTERIM USE on May 1, 2019, voting 7-0 to recommend approval of the requested <br /> INTERIM USE based on testimony offered at the public hearing as well as the information and <br /> analysis provided with the staff report prepared for said public hearing; and <br /> WHEREAS, the Roseville City Council has determined that approval of the proposed <br /> INTERIM USE will not result in adverse impacts to the surrounding properties based on the <br /> following findings: <br /> Criteria#1: The proposed use will not impose additional costs on the public if it is necessary for <br /> the public to take the property in the future. <br /> Criteria#1 Analysis: This is generally intended to ensure that a particular interim use will not <br /> make the site costly to clean up if the City were to acquire the property for some purpose in the <br /> future. In this case, the Planning Division understands the trailers are loaded with various items <br /> ranging from scrap metal to Cirus airplane components. Such freight items being staged for <br /> delivery or shipping pose limited environmental risk to the City if it were to acquire the site, <br /> therefore Planning Division staff believes the IU would not have significant negative effects on the <br /> land unless the applicant began to store contents or cargo that posed environmental risks. That said, <br /> there is a financial burden tied to the removal of approximately 44 container trailers and up to 12 <br /> dumpsters, should the City be required to remove them. <br /> Criteria#2: The proposed use will not create an excessive burden on parks, streets, and other <br /> public facilities. <br /> Criteria#2 Analysis: Storage and staging of semi-trailers is viewed by the Planning Division to <br /> generate limited impacts to the area, especially on the roadways. This area includes warehousing, <br /> distribution, and motor freight transfer, which is generally industrial. These uses (similar to that <br /> proposed)tend not to generate traffic impacts in this area since the trailers sit unmoved for much of <br />
