As such, the Division believes the proposed IU would not constitute an excessive burden <br /> on streets,parks, or other facilities, especially given the location. <br /> Criteria#3: The proposed use will not be injurious to the surrounding neighborhood or otherwise <br /> harm the public health, safety, and general welfare. <br /> Criteria#3 Analysis: The Planning Division and City staff believe the short-term, proposed trailer <br /> storage would not be injurious to the surrounding neighborhood, especially since the site would <br /> generate limited noise, does not deal with chemicals, and would have limited vehicle movements <br /> on County Road C2 and Long Lake Road. The proposal,however, could pose potential harm to <br /> public health should trailers contain items that could possibly leak hazardous materials and become <br /> an environmental concern. The applicant has assured the City they have no intention of having <br /> hazardous contents or cargo within the trailers and City staff support this response. <br /> NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to approve a three <br /> year IU to allow outdoor storage of semi-trailers, small utility trailers, and empty dumpsters, in <br /> accordance with Section §1009.03 of the Roseville City Code, at 2211 County Road C2, subject to <br /> the following conditions: <br /> 1. Trailer and dumpster storage and staging shall be implemented consistent with the submitted plan <br /> dated 4/23/19. <br /> 2. Trailers shall be parked/stored along the periphery of the property and there shall be a minimum 10 <br /> foot setback from the west, north, and east property line. <br /> 3. All trailers must have a minimum 5-foot separation between each trailer. <br /> 4. The center area shall remain free of trailers or dumpsters and be used as the access and fire lane. <br /> 5. Shipping containers, cabs, or other storage is not permitted. <br /> 6. No hazardous or dangerous materials shall be stored in the trailers. No materials that are likely to <br /> attract vermin or other pests shall be stored in the trailers. <br /> 7. All trailers shall be locked and secured. <br /> 8. The site shall be allowed up to three small contractor utility trailers. <br /> 9. The site shall be allowed up to 12 dumpsters ranging in size from 3 to 40 yards. <br /> 10. The IU shall expire at 11:59 pm on May 20, 2022; a 3 year IU term. <br /> AND BE IT FURTHER RESOLVED, by the Roseville City Council that representatives <br /> of the property owner and the applicant shall sign the form attached to this resolution to <br /> acknowledge that each has received, reviewed, understood the terms and conditions of the <br /> approval and agrees to abide by said terms and conditions in order to continue the IU activity; <br /> and acknowledges the IU expires on May 20, 2022. <br /> The motion for the adoption of the foregoing resolution was duly seconded by Council <br /> Member Laliberte and upon vote being taken thereon, the following voted in favor: Groff, <br /> Laliberte, Willmus and Mayor Roe and the following voted against: none. <br /> WHEREUPON said resolution was declared duly passed and adopted. <br />
