Regular City Council Meeting
Monday, May 13, 2019
Page 5
west onto Hamline. Kids cannot ride their bikes and residents cannot get to their
mailboxes. It has been a big issue for the fifteen years that St. Rose has had a
park and ride. She thought if signs could be put up about parking it may be help-
ful or a way for the residents who do not live near the fair to not experience it for
those twelve days.
Ms. Mary Guy, 1156 Karyl Place
Ms. Guy stated she lives on a cul-de-sac located one and a half blocks south of
Lexington Park and during the State Fair her neighborhood becomes a parking lot.
She stated the attendees block mailboxes, driveways, fire hydrants and garbage
cans on pick up day. She noticed that the four way stop sign no longer has notifi-
cation about not parking within thirty feet of the sign and people park right up to
that stop sign. The only place to walk is in the middle of the street. She is con-
cerned if there were to be a house fire or emergency that the trucks would not be
able to get there in time. She stated the residents do not receive any compensation
for this and no one asked them if she wanted to live in the middle of a parking lot,
all she gets is the aggravation part of it. She did not understand the community
part of it. She stated as far as she was concerned there is no upside to this and
would prefer to see no State Fair Parking on the streets at all.
Ms. Melissa Alexander, 1378 Sandhurst Drive West
Ms. Alexander stated she has no problem with the park and rides at all and was
glad the City has so many in the area. Her only issue is that there have been cars
parked and blocking her driveway. She stated she could not get her boat into her
driveway last summer and have also had issue with people going home late from
the fair and being very loud coming back to their cars from the park and rides.
She stated she cannot open her windows and there are strange people walking
through the neighborhood at night as well.
A resident from the audience asked if there has been any thought about additional
park and rides and would that help with the parking.
Mayor Roe thought that potentially it could help but may just add more problems
to more areas, depending on the perspective on that. He commented that Rose-
ville has the advantage or disadvantage of being very proximate to the State Fair
so a lot of times, people will drive most of the way and park their cars closer to
the fair grounds. It is a perceived benefit of Roseville location as well. He indi-
cated it is up to the State Fair and different entities to decide whether to do more
park and rides.
Councilmember Willmus asked if the City could look to post certain radius
around the park and rides with no State Fair parking signs. He wondered what the
cost would be and if it could be a cost passed back to the State Fair.
