Sometimes there is an issue about visibility of those signs but there is a <br /> much more significant cost to putting permanent signs out, if that is what is being <br /> proposed. He noted that is something Falcon Heights did and actually bans all on <br /> street parking during the fair. He estimated the cost of the signs themselves are <br /> probably $20-$30 a sign and additional $10-$15 for the post and quite a bit of <br /> staff time to install. It is actually easier for the City to be adaptive with the tempo- <br /> rary stakes in the ground. <br /> Councilmember Willmus thought in his perspective and seeing this change over <br /> the last several years, the streets are used quite intensively. There are people who <br /> drive from out of the area who have no intention of parking in the park and ride <br /> lots but are able to get on a bus to go to the fair. He wondered when the park and <br /> rides come up for renewal the City looks to actually cut the number of them that <br /> are available in the City. He thought the City is at the point where it needs to be a <br /> little more aggressive with what is being looked at and to find some solutions ra- <br /> ther than throwing hands up in the air. <br /> Councilmember Laliberte reported she had a lot of feedback when this went out <br /> and last fall when the State Fair was in full swing. When neighbors realize that it <br /> is possible to self-post, it seemed to alleviate a lot of concerns for people. There <br /> are obviously those people who are not going to respect what is posted but for the <br /> most part, she found that people had some success with that. But she would say <br /> the City is probably aware of some areas where it is very narrow and a turn radius <br /> or emergency response is a concern. If the City were to do anything proactive or <br /> strategic, that is where she would like to start. <br /> Councilmember Etten agreed with that, to look for continued one side restrictions <br /> or additional one side restrictions and communication about being able to post on <br /> mailboxes. He understood that most of the people who spoke today are very frus- <br /> trated and the City needs to look for some ways on narrower streets or streets with <br /> corners, to make sure that this is not creating a situation that is unsafe and making <br /> sure the City is proactive. <br /> Councilmember Groff stated he would be concerned about putting up no parking <br /> during State Fair signs because where would the City end that? It would just <br /> move the problem up farther so he would want to know more information about <br /> that before he supported it. He did agree with the comment about emergency ve- <br /> hicles and the City should be on top of that. If there are places an emergency ve- <br /> hicle could not make the turn, he thinks signs should be posted because safety <br /> should not be compromised. He would be open to some sort of a compromise and <br /> a study. <br /> Mayor Roe questioned enforcement of permanent No State Fair Parking signs, <br /> noting it would be difficult to differentiate what is State Fair parking and what is <br />
