He did not think the City wanted to get into a permit process for <br /> visitor parking, but it really starts to create some costs and challenges associated <br /> with enforcement that he would want to understand better. One of the things the <br /> City could do is to blanket within a certain distance from all of these lots in the <br /> City posted no parking on one side, most likely the side with the mailboxes and is <br /> a pretty large solution to a nuisance problem. He suggested some sort of an opt in <br /> program where individual blocks of streets could vote to decide how parking <br /> should be enforced on their street. He liked the notion of the City being proactive <br /> about known safety issues, but he also had a feeling that different neighborhoods <br /> are of a different opinion as to whether there is an issue in their neighborhood. <br /> He would like to figure out a way to be responsive to that. <br /> Mayor Roe is concerned with a trend in recent years, not overflow parking from <br /> the park and ride lots but people actually park and walk to the State Fair from <br /> some of the neighborhoods in the closest proximity to the State Fair, especially on <br /> Roselawn between Fairview and Snelling. If the City were to look at something, <br /> he might suggest the Council consider taking those neighborhoods into account in <br /> some manner too. He was looking for ways to do this that are reasonably cost ef- <br /> fective but also try to get at the issues people have and maybe the variety of opin- <br /> ions across the City. <br /> Councilmember Laliberte stated she lives very close to someone who spoke this <br /> evening and does feel the pressures of being close to one of these park and rides. <br /> She wondered if the City could design a tool for the block captains to use on Na- <br /> tional Night Out to have a conversation with the folks that gather together and talk <br /> through what can be done. <br /> Mayor Roe asked who enforces a self-posted no parking. <br /> Mr. Culver stated it is not a matter of enforcement, it gets people to open their <br /> eyes and respect the resident. <br /> Councilmember Groff said he would be interested in looking at no parking signs <br /> but thought it would be cumbersome to post them block by block. Maybe it is <br /> one solution. <br /> Councilmember Willmus stated whatever path the City looks at to go forward, he <br /> thought it should be something that is clearly enforced. He did not know that he <br /> would be supportive of the whole organized effort behind the self-post things and <br /> not something that is enforceable. He thought the City needs to be more proactive <br /> than it has been with issues related to safety, issues of interrupting mail and gar- <br /> bage services, and things along that nature. He thought the City needed to tell the <br /> State Fair these are impacts that their organization's events cause upon the Rose- <br /> ville community and have the State Fair help facilitate what would be some fairly <br /> significant costs. He commented that the fair has made a conscious decision years <br />
