Regular City Council Meeting <br /> Monday, May 20,2019 <br /> Page 6 <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Mayor Roe said one of the concerns he had from his comments in September <br /> 2018 was that some of the policy statements about terms of different types of dis- <br /> tricts seemed to be outdated relative either to what could be done statutorily or <br /> maybe more importantly, what development can do financially these days. He <br /> thought that longer terms on the low to moderate income housing tend to be the <br /> trend due to the difficulty in funding those types of projects. He thought by limit- <br /> ing the City to twenty years of increment for instance under the policy the City <br /> was shortchanging itself by at least a few years under what can and needs to be <br /> done. He thought those were good reasons to take a look at the policy and make <br /> sure that if there were valuable and important things that needed to be kept were <br /> kept but then to make sure that if things were outdated or did not make sense an- <br /> ymore to remove them. He appreciated Staff's effort in that regard. <br /> Groff moved, Laliberte seconded, adoption of Resolution No. 11600 entitled, <br /> "Resolution Rescinding the 2008 Twin Lakes Public Financial Participation <br /> Framework and the 1996 Tax Increment Policy." <br /> Council Discussion <br /> Councilmember Groff appreciated Staff cleaning this up to make the system more <br /> efficient. <br /> Roll Call <br /> Ayes: Laliberte, Groff, and Roe. <br /> Nays: None <br /> f. Consider Appointment of City Council Representative to Northeast Youth <br /> and Family Services Board <br /> Mayor Roe stated he has been the Council's appointed representative for 2 three- <br /> year terms. He noted these are three-year terms with a limit of three terms. He <br /> believed from his perspective that it makes sense to have opportunities for other <br /> City Councilmembers or other representatives from the City to serve in that ca- <br /> pacity. He thought the end of a second term is a good time to make a transition. <br /> Mayor Roe indicated he was very supportive of this organization and would be in- <br /> terested in serving as long as he could in that role, and he will continue to do <br /> things to support NYFS. <br /> Mayor Roe asked if there was a motion to appoint someone from the City Coun- <br /> cil. <br />
