She <br /> stated her wife and her are in the late sixties and beginning to think about what is <br /> next but want to stay in Roseville whether it be maintaining the house she and her <br /> wife are in or moving to a condo or apartment. A lot of their aging neighbors <br /> want to stay in Roseville as well and that means there needs to be housing options <br /> for the older citizens of the community. It has already been said that twenty-three <br /> percent of the population is sixty-five and older which is one in four and a signifi- <br /> cant aging population and we need to prepare our community for that. We need <br /> to have affordable housing across the range and that includes this project. This is <br /> an ideal project that CommonBond has brought to us. This is a major opportunity <br /> and the City's chance to do the right thing because no one like CommonBond is <br /> going to approach the City again and the City needs affordable housing. Corn- <br /> monBond has an excellent track record and the City needs to accept the invitation. <br /> She is acutely aware of how jarring this rezoning is going to be for the immediate <br /> neighbors because her City, Roseville, rezoned single family residential property <br /> adjoining her home to build a three-story condominium building. She knows <br /> what it is like and she still thinks this is the right project for the community as a <br /> whole. She strongly encouraged that CommonBond and the City Staff thought- <br /> fully pursue mitigations. It appears that the discussion is going on. She stated <br /> parking and tree preservation should be looked at because it is very important, <br /> screening and landscaping with special attention to conifers to that screen if pos- <br /> sible. Lighting is very important, especially if there is going to be parking next to <br /> these residences. <br /> Ms. Mindy Greiling,2495 Marion Street <br /> Ms. Greiling spoke at the Planning Commission meeting. She stated she has been <br /> coming to Council meetings for decades and the first time she testified at this <br /> body was for the League of Women Voters for Villa Park Condo's on County <br /> Road B. The League was in partnership and testifying with Roseville Lutheran <br /> Church. She stated she is still for affordable housing and is the Co-Chair of the <br /> League of Women Voters Housing Study. She did not think Villa Park was con- <br /> troversial anymore. People were much more concerned about that and that was <br /> not affordable housing, it was market rate and built as being affordable but not <br /> terribly affordable compared to the type of projects CommonBond does. She <br /> stated neighbors always oppose it and the Council back then had courage, she <br /> thanked all of the Councilmember tonight who the same courage to make Rose- <br /> ville better. <br /> Mr. David Kacmarynski, 225 So. Owasso <br /> Mr. Kacmarynski is opposed to the project. The one concern he has is there are <br /> areas in Roseville that are stated for high density property and he wondered why <br /> those areas would not be looked at. As far as the density, he thought the amount <br /> of traffic that will be reintroduced into South Owasso Boulevard is going to be <br /> drastic. When he moved in, Owasso Hills was not built at the time but once it <br /> was built the traffic count went up quite a bit. He stated there was a lot of speed- <br />
