He thought the traffic will get worse once this project <br /> moves forward. <br /> Mr.Jim Studenski, 3055 Woodbridge Street <br /> Mr. Studenski stated overall everything discussed and everything in the Comp. <br /> Plan, are general statements. The residents want affordable housing and places <br /> for people to live but the discussions tonight are only the general component. He <br /> stated the specifics of this site have not been talked about at this meeting. There <br /> has been talk about a traffic study plan that everyone knows is wrong because the <br /> Comp. Plan itself for 2030-2040 says it is level service C and is going to get to a <br /> level service F in the future. This traffic plan shows it at a level service A and <br /> staying at a level service A. He stated at the Planning meeting it was talked about <br /> 166 affordable units of need that there was a hundred units at County Road C and <br /> Lexington that are only going to be 93 built but that is not affordable housing so <br /> he did not know how that impacts the numbers being talked about today. He stat- <br /> ed there has been talk about what attracted CommonBond to this site and that it is <br /> a vacant lot but there is no talk about the three residential homes already there be- <br /> ing taken down to get the added area for this. There is talk about CommonBond <br /> typically doing nine to ninety units with affordable housing, but the three stories <br /> and the sixty units are not being discussed. <br /> Mr. Studenski stated there is talk about the bus routes and traffic. He thought <br /> there needs to be discussion about all of the components to determine the site, <br /> number of units that should be there and what is going to work for everybody <br /> moving forward with the development of this area. He stated there is a house in <br /> the process of being sold in the neighborhood and he talked to the realtor and the <br /> realtor said there is at least a five percent drop in the value, the timing clearly <br /> wants to be done before activity moves forward with the development right be- <br /> hind that property. He stated the Comp. Plan calls out to do a corridor study for <br /> Rice Street and wondered if that is something that can be pushed forward on. It <br /> sounds like it is all zoned, everything for future development is still at the low <br /> density residential and it seems like everyone is in agreement that it will not stay <br /> that way. He would like the Rice Street Corridor study to move forward to under- <br /> stand what the City is going to have for that whole area. As in the Roseville <br /> Newsletter, Roseville does support home ownership and how to help residents <br /> maintain their homes and those affordable to them and to others. <br /> Mayor Roe closed the public comment to return to Council consideration. <br /> Mayor Roe thought in terms of the question about buffer, this is a challenge that <br /> cities face all of the time. There is not a single answer that fits every situation <br /> which the reality of buffer is and not everyone has the same definition of what a <br /> buffer is necessarily. There was discussion earlier about the notion of sort of <br /> changing the level of intensity of use as a way to buffer between the lowest and <br />
