There was definitely a vision <br /> that along that corridor there was going to be an intensification of use. <br /> Mayor Roe thought there is a desire in the Metro area to look at Rice Street as a <br /> better and improved transit corridor and he thought the opportunities for folks us- <br /> ing transit in that area are going to be hopefully increase. He stated from experi- <br /> ence, living with his senior grandmother who went through the depression and a <br /> number of other things, she was very adept at planning around bus schedules and <br /> he thought that was something that people learn to do when transit is a part of <br /> their life. Despite the lack of service that people might think of in terms of day to <br /> day lives for most people, it can work very well for people, especially people who <br /> are otherwise dependent on a once a week ride. For those reasons, he thought the <br /> land use change makes sense. He says that with the complete acknowledgement <br /> that there are still transitional issues. He thought, in that Zoning District, the <br /> building could be within thirty feet of the back property line and he thought that <br /> the acknowledgment is the City does not want to do that next to single family res- <br /> idential and so the plan is to put the building as far away as possible from the sin- <br /> gle family residential. There is the benefit in this area of some deeper lots and <br /> will reduce the impact on the homeowners to the west and north. It is not going to <br /> make it perfect and will not be the same as it is now, but the reality is this type of <br /> land use on this site tends to make sense, so he was supportive of the Comprehen- <br /> sive Plan Land Use Designation change. <br /> Roll Call <br /> Ayes: Groff, Etten, and Roe. <br /> Nays: Willmus, Laliberte. <br /> Etten moved, Groff seconded, enactment of Ordinance No. 1571 (Attachment D) <br /> entitled, "An Ordinance Amending Title 10 Of The City Code, Changing Certain <br /> Real Property Located At 165 Owasso Boulevard, and 3011, 3029, and 3033 Rice <br /> Street From Low Density Residential-1 (LDR-1) District and Neighborhood <br /> Business (NB) District To High Density Residential-1 (HDR-1) District." <br /> Roll Call <br /> Ayes: Groff, Etten, and Roe. <br /> Nays: Willmus, Laliberte. <br /> Mayor Roe commented Conditions Seven and Eight the shall language is not car- <br /> ried through from the other conditions, is there any staff or attorney concern about <br /> the language as is without having "shall". He asked if there was any intent on <br /> those. <br /> City Attorney Gaughan did not think that was done by design, but he did not think <br /> it materially alters the requirement. <br />
