Hold Public Hearing and Consider Approval of Request for a Variance to the <br /> City Noise Ordinance for the County Road C Reconstruction Project. <br /> Assistant Public Works Director/City Engineer Jesse Freihammer briefly high- <br /> lighted this item as detailed in the RCA and related attachments dated June 3, <br /> 2019. <br /> Mayor Roe stated for clarification on Saturday the normal start time would be <br /> 9:00. <br /> Councilmember Laliberte asked if this change would be for the duration of the <br /> project. <br /> Mr. Freihammer indicated it would. <br /> Mayor Roe asked if the work would always be done during those morning hours <br /> or periodically throughout the length of the project. <br /> Mr. Freihammer stated indications are if the time change was approved it would <br /> become the normal working throughout the duration of the entire project. <br /> Mayor Roe reviewed public hearing protocol and opened the public hearing at ap- <br /> proximately 8:56 p.m. <br /> Public Comment <br /> Mr. Doug Arnold, GM at Holiday Inn Express on Long Lake Road <br /> Mr. Arnold stated he is not a resident of Roseville but has been there for three <br /> years since reopening in 2016. He stated along with being the GM he is also part <br /> of TPI Hospitality, an employee owned company. He would like the variance to <br /> not be approved due to the disturbances to the guests at the hotel which would <br /> hurt the Holiday Inn's reputation and revenues going into its busiest season. He <br /> stated this would disrupt roughly 59 rooms during the busiest season. <br /> With no one else appearing to speak, Mayor Roe closed the public hearing at ap- <br /> proximately 8:58 p.m. <br /> Council Discussion <br /> Councilmember Willmus if the extended hours are not approved, what is the real- <br /> istic time frame for this project. <br /> Mr. Freihammer stated judging from the comments by the contractor at the pre- <br /> construction meeting a couple of weeks ago it was indicated the timeline was al- <br /> ready very stretched and that was assuming the variances would be approved. He <br /> noted St. Anthony did approve the same variance a few weeks ago. The contrac- <br />
