118 <br />119 Commission recommendations: <br />120 <br />121 IDENTIFY <br />122 1. City Council and staff identify communities/groups it wishes to engage. <br />123 2. The HRIEC, in partnership with staff, will work to identify community organizations <br />124 within those identified communities that the city could work with. A resource list is <br />125 developed. <br />126 3. The HRIEC, in partnership with staff, will work to identify leaders within those <br />127 community organizations and reach out to them directly to form a relationship. Names <br />128 and contact information of these leaders would be added to the resource list identified in <br />129 Recommendation C. <br />130 o The HRIEC, in partnership with staff, will identify methods or ways to collect <br />131 community leader contact information. (i.e. advertising, visits to places of <br />132 worship, flyers, attendance at city events, etc) <br />133 <br />134 ENGAGE <br />135 A. In order to keep these leaders and community members engaged, the HRIEC will identify <br />136 and recommendprograms to the City Council that are culturally relevant to these <br />137 groups/communities. <br />138 B.City staff will utilize the resource and contact list identified above when beginning <br />139 engagement and outreach (utilizing the IAP2 spectrum and process) reaching out to these <br />140 communities as stakeholders. <br />141 C.The HRIEC in partnership with staff will develop methods to develop or encourage <br />142 relationships with identified community leaders. (i.e. monthly meetings, site visits, <br />143 newsletter or other communication methods, staff attending community events, etc.) <br />144 o Council forms a community advisory group made up of these community leaders <br />145 representing different demographics within the city to serve as a resource when <br />146 planning for new projects. <br />147 <br />148 The Commission is seeking specific feedback from the Council on the following for Phase II- <br />149 Outreach. <br />150 <br />151 Does Council agree with the next steps outlined in the Commission recommendations <br />152 for Phase II? <br />153 What role does Council wish for the HRIE Commissioners to play in identifying leaders <br />154 and engaging with them? Specific direction is sought on whether Commissioners can do <br />155 limited engagement or if their role is strictly advisory. <br />156 P OLICY O BJECTIVE <br />157 The City has identified Inclusive Community and Governance as one of the Strategic Priorities for <br />158 2019-2020 and more specificially the desire to develop a toolkit of best practices for engagement <br />159 and outreach, and train staff on its use. <br />160 B UDGET I MPLICATIONS <br />161 At this time there are no budget implications. Resources to implement the recommendations for <br />162 Phase I training would be needed, however, staff would bring forward that as part of the budget <br />163 process or a separate council action item.
