<br />VILLAGE COm~CIL OF ROSEVILLE <br />Meeting,September 27th,1949 at 2 PM <br /> <br />9( <br /> <br />-------------------------------------- <br /> <br />The Village Council met on the above date in a special session with the following <br />members present:Mueller,Hammersten,Pothen,Membrez. <br /> <br />The Public Hearing was declared open on the f~1~~ petition requesting the <br />rezoning on the following described real estate from Farm residence District to <br />an Industrial District: <br />West i of the N~t of the SWi,except the North 500 feet thereof, <br />and the East 3/8 except the West 5 feet thereof and also except <br />the North 500 feet thereof of NWt of the SWi,all in Sect.5,T.29,R23. <br /> <br />Mr.Claude Allen,attorney for the applicant Great Lakes Pipe Line Co stated that it <br />was of the most urgent importance that this property he rezoned to make it possible <br />to expand the present facilities.He said that a 12 inch pipe line will be installed <br />to bring more fuel oil in this vicinity. The expansion program will cost approx. <br />li million dollars and he stressed the benefit to the Village due to the added <br />valuation.He also said that he met with a representative of the people residing on <br />County Road C2 and he felt that the people there will have no objection owing to <br />the fact that a strip 500 feet south of County Road C2 in width is not requested <br />to be rezoned. He promised that no further request will be made within reasonable <br />time to rezone the 500 foot strip along the southside o~ Co.Rd.C2. <br />Several residents were present with their attorney Mr.John Bouthilet.They wanted to <br />know if some assurance could be given them that further rezoning will not be considerec <br />by the Council. It was explained that a petition would have to be signed by a1 least <br />50% of property owners within 500 feet if further rezoning was requested. <br />The residents on County Road C2 insisted that landscaping and planting trees along <br />C2 be done by the Great Lakes Pipe Line. <br />Mr.James W.Clark,Commissioner of Minnesota Dept.of Business Research and Developement <br />who appeared at our meeting of Sept.6th restated the importance of expanding facilities <br />for storage of fuel oil in this section (see meeting Sept.6th 1949) <br /> <br />Membrez finally moved, seconded by Hammersten that property be zoned from Farm residence <br />district to Industrial district on the condition that a fence will be erected not <br />closer than 166 feet to County Road C2 and that trees will be planted along the <br />fence and the strip between the fence and County Road C2 will be sodded or seeded <br />and maintained by the Great Lakes Pipe Line as long as they are the owner of the <br />property. Roll Call:Ayes-(4),Nays-(O). <br /> <br />Mueller moved, seconded by Hammersten to adopt the following resolution: <br /> <br />WHEREAS, the Great Lakes Pipe Line Co has submitted to the Village Council of <br />the Village of Roseville a communication in words and figures as follows: <br />September 27th,1949 <br /> <br />Village Council of Roseville <br />Village of Roseville <br />Ramsey County,Minnesota <br /> <br />Gentlemen: <br />In the near future the Great Lakes Pipe Line Co proposes to construct <br />a 12" petrolum products pipe line from Oklahoma to its Minneapolis TermimÜ <br />located in the South ~ of Sect.5,T.29 north,Range 23 west,Roseville;Village, <br />Ramsey County, Minnesota. Said proposed line will be constructed parallel with <br />and adjacent to the existing two 6" lines in Roseville Village. <br />The Great Lakes Pipe Line Co hereby respectfully requests the Village <br />Council of-Roseville to enter an order authorizing said Company to l~,relay, <br />remove,maintain,operate and repair its said additional pipe line of the <br />dimensions aboVe mentioned, according to the route of said line as shown on the <br />map hereto attached. <br />
