Regular City Council Meeting <br /> Monday,June 17, 2019 <br /> Page 15 <br /> that if staff worked extremely hard that something could be ready to get started in <br /> 2020 but he thought the 2021 would give staff the time to get everything set. <br /> Mayor Roe stated one of the things that comes to his mind when discussing this <br /> item is should the City have a dedicated fund, and perhaps the Finance Commis- <br /> sion should review this to decide how this should be handled financially in look- <br /> ing at the broader picture of all of the City funds and needs as a City and how this <br /> might fit into that. He suggested taking this recommendation and working it <br /> through the process on the Finance Commission side of things and to add the <br /> Parks and Recreation Commission recommendation. He thought that might be <br /> beneficial. <br /> Councilmember Willmus indicated he would be fine with that. Understanding the <br /> enormity of the issue facing Roseville, he thought this is something that perhaps <br /> does rise to the level of creation of a stand-alone fund. He thought this was some- <br /> thing the City should pay a little closer attention to and look to more of a dedicat- <br /> ed fund. He would be interested to see some of that feedback from the Finance <br /> Commission and in consultation with the Parks and Recreation Commission on <br /> how to best proceed forward. <br /> Councilmember Groff liked the idea of having the Finance Commission work in <br /> coordination with the Parks and Recreation Commission on this item. Certainly, <br /> setting up another fund is not that simple, and the City has lots of funds to keep <br /> track of so he would want to hear the Finance Commission's input. <br /> Councilmember Etten was supportive of setting up another fund. As the Parks <br /> and Recreation Commission looks at the natural resource rollout, he wondered if <br /> there could be neighborhood plantings as a way to save money and replace trees <br /> as the dead ones are removed. <br /> Councilmember Laliberte concurred that it is good for one or two of the Commis- <br /> sioners to present this item to the Finance Commission and talk it through, so the <br /> Finance Commission understands the perspective of what is being proposed so it <br /> is not just on paper. As to whether the recommendation is a separate fund, she <br /> was supportive of that based on the immense issue the City is facing. She liked <br /> the recommendations the Parks and Recreation Commission put in the report. <br /> Councilmember Willmus thought there could be a campaign to adopt a tree and <br /> help care for that tree until it takes root. <br /> Mayor Roe indicated one of the things that comes to mind, because it is such a big <br /> issue, is an educational aspect and making sure the City is letting people know <br /> why the City is doing it and what is being done. He thought that should be in the <br /> mix of this as well. <br />
