Regular City Council Meeting
Monday,June 17, 2019
Page 16
Chair Baggenstoss expressed the Parks and Recreation Commission appreciation
for the City Council taking this seriously because the problem is not going away
and the trees are not going to wait for the City to do something.
Mayor Roe asked the Park and Recreation Commission if there was anything else
to discuss.
Commissioner O'Brien discussed with the City Council the Park and Recreation
Commissions goals.
Chair Baggenstoss indicated seeing that the liquor license at Cederholm got
stalled in the State Legislature, the recommendation coming out of the Commis-
sion is to hold off for a year and to possibly see what will happen next year at the
Legislature. This will give Cederholm time and do some surveying about what
might be a best use, maybe make some relationships with possible vendors, and
see what is possible before the Commission jumps into anything or any other rec-
ommendations about what to do with that next step.
Councilmember Laliberte explained she was a member of the Cederholm Task
Force and that group spent a good amount of time talking about the purpose and
intent for that building being something more than to just serve golfers. She was
concerned and was hoping that the Council will have a conversation about if the
City continues to wait another year do people make up their mind about it not be-
ing a place to go in the evening or on a weekend to hang out and to find the patio
space to have something to eat.
Councilmember Willmus noted along the lines of Councilmember Laliberte's
comments, certainly that conversation was articulated during those conversations.
He did worry that it is something that keeps getting postponed and thought the
City at this point should be talking with potential venders. A part of that conver-
sation needs to be the use of the facility and the City's ability to continue to use
the facility as intended as well as a community building and have that space avail-
able as well for those purposes. There may be some competing interests there de-
pending on who the City looks to as a potential vendor. He indicated that is a part
of the conversation where he thought the Parks Commission could play a role in
helping to flush some of those issues out and something he wants to see the
Commission working on and discussing sooner than later.
Councilmember Etten agreed with Councilmember Laliberte's comments. He
knew that was a big focus of the Task Force and a pretty big focus of the Council
stating that it is a building that is more broadly used. There is an opportunity for
community to engage in that space more than is being done now. He thought
there was a temporary need to consider and look at vendors and decide what the
vision for its use is depending on the user. He would be reluctant to wait a year.
He stated he would be hesitant to not bring it up and keep it on the forefront be-
