He would rather <br /> see the process start as soon as possible rather than wait. <br /> Councilmember Groff echoed the comments because he thought people do get in <br /> habits of what to do and the longer the City waits, the initial excitement of the <br /> building is being lost and will be an old building in two or three years. Also, <br /> when talking about a 3- to 5-year contract with a vendor, the City intentions <br /> should be stipulated. <br /> The City Council thanked the Parks and Recreation Commission for the updates <br /> and discussion. <br /> e. Consider Changes to the City Code in Support of Temporary Overnight <br /> Homeless Shelters <br /> City Planner Thomas Paschke and Community Development Director Gundlach <br /> briefly highlighted this item as detailed in the RCA and related attachments dated <br /> June 17, 2019. <br /> Mr. Paschke indicated staff's conclusion was that the Interim Use process really is <br /> not the appropriate process given the State Statute and trying to come up with a <br /> different process would be better suited for what staff is talking about. In essence, <br /> having the Temporary Overnight Homeless Shelters to be somewhat of a more <br /> permitted type of use requiring less hassle and being less cumbersome as before <br /> and also taking into thought the costs. Staff discussed and concluded that one of <br /> the most effective and efficient ways of processing such as request would be to <br /> have it as a business license and would require an amendment to the Zoning Code <br /> to stipulate that the use would be a permitted accessory use to the principal use <br /> which would be the church itself or place of assembly. From there it would re- <br /> quire the entity to go through and obtain a business license. Within the business <br /> license would be all of the requirements provided by the State Fire Marshal and <br /> previously discussed. What is before the Council is to go through that process <br /> through the Chapter 310 as well as the Zoning Code. <br /> Councilmember Willmus asked what the period of time that the license or use <br /> would be valid in any given calendar year. <br /> Ms. Gundlach explained the way the proposed amendment is written, a new li- <br /> cense would be created. The administration of such license refers back to Chapter <br /> 301, which is the general license requirements and that section indicates those li- <br /> censes are good for a calendar year. The language staff created in Chapter 310, <br /> condition 16 is the additional requirements the City would impose on this license <br /> if the City did not want to use the calendar year in Chapter 301. She noted this is <br /> the custom condition the Council can create to their liking if the Council does not <br /> like what is in Chapter 301. <br />
