Regular City Council Meeting Monday,June 17, 2019 Page 19 Councilmember Willmus asked why the City does not have a provision in place that calls attention to a specific number of days per calendar year, which is what he thought the groups that came forward were speaking to. Mayor Roe thought that was addressed in the definition in the Zoning Code. Ms. Gundlach indicated that was addressed in Condition 14. The red language is a copy of the State Fire Marshal's standards that the Council had been approving under the Interim Use process. She noted Section 310 does not just list these li- censes as Business Licenses, these are listed as"activity licenses". Councilmember Groff specified a fee would be needed in order to have a Fire In- spection. He asked if that would be yearly. Mr. Paschke explained the fee and inspection would be yearly unless the Council decided to change that duration of time for the license itself and he did not know whether the Fire Marshal charges or not to do an inspection. He assumed there was a fee along with an inspection prior to the activity occurring. Councilmember Groff asked if that would be additional fee to the basic fee. Ms. Gundlach thought the intention of the $150 fee was for the license to start the conversation going. The Council would determine what that fee would be with a fee schedule, which would include processing the request and to conduct the in- spection of the building. The license fee, under the way this is written, is intended to include all costs. She noted if the Council decided to have the license renew annually, the fee would be paid every year. If the Council decides to tweak some language in Chapter 16, the Council might want to clarify the language regarding the fee and time limit. Councilmember Laliberte asked if the fee was to cover the City's Fire Marshal to go out and do the inspection, questioning if the entity would get another inspec- tion from the State Fire Marshal and pay another fee. Staff indicated that was correct. Councilmember Laliberte noted there was testimony previously to churches say- ing it did its month and then another church asking the City to do its month as well so she did not see that works with the maximum of four weeks length lan- guage and wondered if there were some thoughts or recommendations about that. Ms. Gundlach asked for clarification on the question. She wondered if Coun- cilmember Laliberte was asking if the church would work with two different shel- ters or if the shelter would work with two different churches.
