Regular City Council Meeting <br /> Monday,June 17, 2019 <br /> Page 19 <br /> Councilmember Willmus asked why the City does not have a provision in place <br /> that calls attention to a specific number of days per calendar year, which is what <br /> he thought the groups that came forward were speaking to. <br /> Mayor Roe thought that was addressed in the definition in the Zoning Code. <br /> Ms. Gundlach indicated that was addressed in Condition 14. The red language is <br /> a copy of the State Fire Marshal's standards that the Council had been approving <br /> under the Interim Use process. She noted Section 310 does not just list these li- <br /> censes as Business Licenses, these are listed as"activity licenses". <br /> Councilmember Groff specified a fee would be needed in order to have a Fire In- <br /> spection. He asked if that would be yearly. <br /> Mr. Paschke explained the fee and inspection would be yearly unless the Council <br /> decided to change that duration of time for the license itself and he did not know <br /> whether the Fire Marshal charges or not to do an inspection. He assumed there <br /> was a fee along with an inspection prior to the activity occurring. <br /> Councilmember Groff asked if that would be additional fee to the basic fee. <br /> Ms. Gundlach thought the intention of the $150 fee was for the license to start the <br /> conversation going. The Council would determine what that fee would be with a <br /> fee schedule, which would include processing the request and to conduct the in- <br /> spection of the building. The license fee, under the way this is written, is intended <br /> to include all costs. She noted if the Council decided to have the license renew <br /> annually, the fee would be paid every year. If the Council decides to tweak some <br /> language in Chapter 16, the Council might want to clarify the language regarding <br /> the fee and time limit. <br /> Councilmember Laliberte asked if the fee was to cover the City's Fire Marshal to <br /> go out and do the inspection, questioning if the entity would get another inspec- <br /> tion from the State Fire Marshal and pay another fee. <br /> Staff indicated that was correct. <br /> Councilmember Laliberte noted there was testimony previously to churches say- <br /> ing it did its month and then another church asking the City to do its month as <br /> well so she did not see that works with the maximum of four weeks length lan- <br /> guage and wondered if there were some thoughts or recommendations about that. <br /> Ms. Gundlach asked for clarification on the question. She wondered if Coun- <br /> cilmember Laliberte was asking if the church would work with two different shel- <br /> ters or if the shelter would work with two different churches. <br />
