Mr. Trudgeon thought a better approach could be to look at exempting City events or City supported events. It is really the non-City events where there is no control along with limiting the decibel level to certain times of the day. He indicated he will go back and talk to the user groups and bring this back for further discussion. i. Consider Approval of 2019-20 Policy Priority Planning Document This item was postponed until the July 8, 2019 City Council meeting. j. Appoint Member to the Human Rights, Inclusion and Engagement Commis- sion City Manager Trudgeon briefly highlighted this item as detailed in the RCA and related attachments dated June 17, 2019. Etten moved, Willmus seconded, to appoint Richard James to the Human Rights, Inclusion and Engagement Commission for a term expiring March 31, 2020. Council Discussion Councilmember Etten agreed with the HRIEC recommendation to the Commis- sion. He reviewed the interviews and thought Mr. James brought forward several things that made him stand out a little more than others. He appreciated Mr. James has School Board leadership and thought Mr. James provided a lot of bal- ance and insight from his own personal life.
