Regular City Council Meeting <br /> Monday,June 17, 2019 <br /> Page 28 <br /> Ayes: Willmus, Laliberte, Etten, Groff and Roe. <br /> Nays: None <br /> Councilmember Willmus thought it was important that at this stage with the lan- <br /> guage brought forward to definitely go out and talk with the user groups and get <br /> feedback. He knew that the groups already do many of these things but he would <br /> be interested as this comes forward that it be done in consultation with those <br /> groups. There is a benefit to the City for the events being held and he did not <br /> want to see that lost. He thought Roseville area schools should be consulted with <br /> as well and could potentially have some issues with regard to sporting events that <br /> occur at the high school. He noted another one to talk to would be Northwestern. <br /> Mayor Roe thought sporting events, if not exempted already, should be because <br /> those seem to be regularly scheduled events rather than special events. <br /> Councilmember Groff asked if graduation parties and weddings would be exempt <br /> from this unless there was amplified music. If there was a two-hour wedding <br /> dance, then that would be included in this. <br /> Mr. Trudgeon noted he threw in the amplified music in case there was a band in <br /> the backyard, which would be pretty disruptive for a single family and would re- <br /> quire a permit process. <br /> Mayor Roe thought this would be for things that are not normally in a place where <br /> those events would occur. <br /> Mr. Trudgeon explained the more he got into this, the more challenging it was to <br /> anticipate everything and sometimes things get too complicated. <br /> Councilmember Laliberte asked if there was an applicant of a volunteer group or <br /> a home, how decibels are measured. <br /> Mr. Trudgeon noted the City has a decibel meter but there are phone apps that can <br /> measure decibels, just not as accurate as a meter. He stated there is already a <br /> close relationship with the user groups in the City so there is always constant <br /> feedback. <br /> Councilmember Etten suggesting putting in ways to reduce the decibel level so <br /> people know. <br /> Mayor Roe thought 80 decibels was pretty low. There are a lot of factors to take <br /> into account when decibel numbers are looked at. He thought the time duration is <br /> something to look at along with directing the sound in sensible directions and to <br /> help people figure out what level of amplification is needed at the events.
