Regular City Council Meeting <br /> Monday, June 17, 2019 <br /> Page 3 <br /> Building Official Englund briefly highlighted this item as detailed in the RCA and <br /> related attachments dated June 17, 2019. He noted there was one letter received <br /> in opposition to this request from a resident. He indicated staff does have some <br /> concerns related to the duration of the noise activity along with any enforcement. <br /> Staff recommended denial of the requested variance based on: <br /> Mr. Englund suggested that the applicant could coordinate with the existing ten- <br /> ants to conduct the activity within approved hours of operation. The characteris- <br /> tics of the property are such that staff feels there will be a high impact to numer- <br /> ous residents, not only in Roseville but also in St. Paul and the level of noise due <br /> to this activity is unreasonable and unnecessary when compared to the inconven- <br /> ience to the now six tenants. <br /> Mayor Roe asked if staff could provide a list of tenants and layout of the property <br /> for the Council to consider. <br /> Mr. Englund reviewed the six tenants with the Council. <br /> Mayor Roe asked if the applicant/property owner wished to address the Council. <br /> Mr. Tom Greninger, TMG Construction, Inc., explained he was the contractor do- <br /> ing the work and TMG Construction requested the variance because a stoop or <br /> sidewalk needs to be replaced in the front of each of these tenants and there is on- <br /> ly one front door for each business. For the work to be done, the tenant either <br /> needs to close the store or do this work after the acceptable hours of operation. <br /> Mr. Greninger reviewed the work to be done in front of the tenants. He noted all <br /> of the stores would be financially hurt with the remodel if the stores were needed <br /> to close during renovation. He indicated the hardship would be how a new side- <br /> walk and stoop could be installed without closing the business for multiple days <br /> while renovation is done. He noted the businesses are already losing business due <br /> to the renovation being done and are willing to work through this but need help in <br /> replacing the sidewalk in front of each of the stores. He acknowledged this could <br /> disrupt the neighborhood but once completed, the neighborhood would look better <br /> with the renovated building. <br /> Councilmember Etten asked if during this process a deck or bridge will be built <br /> for people to access the stores in order to pour the concrete, so people do not walk <br /> on it for a while. <br /> Mr. Greninger explained his company will provide a bridge with handrails that <br /> can be placed over the hole for access to the stores. <br /> Councilmember Etten indicated the public hearing request asked for up to five <br /> days and does that change with the increased number of tenants because the <br />
