She indicated construc- <br /> tion already starts too early, 6:00 a.m. instead of 7:00 a.m. <br /> Sister Shinneman noted she took the initiative to talk to four of the businesses and <br /> the businesses had no idea about this variance and also said that the communica- <br /> tion is very poor from the construction company. There was only one flyer given <br /> to the tenants a while ago with the different phases. She felt this would be very <br /> disturbing to the residents and if this variance were approved, she would not be <br /> able to live in her apartment until the construction was complete. She thought <br /> there could be other options such as closing the businesses at 5:00 p.m. and allow- <br /> ing jackhammering until 11:00 p.m. Working straight through the night does not <br /> make sense to her. She thought it was irresponsible and unjust. She asked the <br /> Council to take this matter seriously considering not only the businesses and the <br /> money but the residents as well. <br /> Mayor Roe indicated the Council has a record of Sister Shinneman's letter as well <br /> and will be a part of the record. <br /> Ms. Linda Belmont, a resident of St. Paul <br /> Ms. Belmont indicated she grew up in Roseville and loves her community. She <br /> explained she was before the City Council today representing the residents in the <br /> area. She hoped that Mr. Greninger will find another way to get the work done <br /> that is more humane and shows the values that she grew up with in the communi- <br /> ty. The values are, quality of living, kindness, decency, consideration and it <br /> comes before profiteering. No one is more in favor than herself to see the tired <br /> old mall get a facelift. She thought there were other ways to get the renovation <br /> done. She appealed to the Council to keep the resident's quality of life intact over <br /> progress. <br /> Ms. Vicki Shimsky, 1139 California Avenue West <br /> Ms. Shimsky indicated she lives on the alley on Larpenteur facing the animal <br /> hospital and Walgreens. She stated her family has been through the tampering <br /> when her street was redone in 2001 and that tampering is loud. The sound will <br /> reverberate back to her neighborhood. During the day, working is fine but when <br /> jackhammering begins it will reverberate everywhere and thinking about the ani- <br /> mals in the animal hospital spending the night, it is going to be unnerving to them. <br /> She noted her husband goes to bed at 8:30 p.m. and gets up at 4:30 a.m. so to do <br /> that type of work at 10:00 p.m. is way too long. She could see Mr. Greninger's <br /> point because he has a business to run but if only two businesses are done a night <br /> with six to do, what about the other businesses along that area that doe not have a <br /> vacancy. She thought the entire strip mall will need to be redone, not just the six <br /> businesses. Dropping concrete into a truck is loud. When the residents have to <br /> listen to that at 10:00 at night that is unacceptable. She thought the businesses <br /> could close down early and may not be to their benefit.
