Regular City Council Meeting <br /> Monday, June 17, 2019 <br /> Page 8 <br /> tend the start of quiet hours from 9:00 p.m. to 11:00 p.m. so the construction <br /> company is able to expedite and get this work done and everyone can resume a <br /> normal life. <br /> Mayor Roe asked if Councilmember Willmus was saying not to restrict any ac- <br /> tivities between 9:00 p.m. and 11:00 p.m.? <br /> Councilmember Willmus indicated that was correct. <br /> Councilmember Laliberte asked if Councilmember Willmus was envisioning that <br /> the request for the two-week window and the total impact be of the three days to- <br /> tal. <br /> Councilmember Willmus thought there needed to be a window in which to do the <br /> work and whether that is three days, five days or whatever, he thought there need- <br /> ed to be some flexibility there. <br /> Councilmember Etten expressed his concern with putting the heavy noise on five <br /> or six days rather than two or three days. It will take that impact and force the <br /> heavy noise into additional days. <br /> Councilmember Groff asked for clarification if Councilmember Willmus was <br /> suggesting starting the work at 7:00 a.m. and ending at 11:00 p.m. <br /> Councilmember Willmus stated the City's typical allowable noise hours now are <br /> 7:00 a.m. to 9:00 p.m. and what he would be looking to do is maintain that 7:00 <br /> a.m. start, and work through the day until 11:00 p.m. <br /> Mayor Roe specified a number of the tenants in the mall do not open at 7:00 a.m. <br /> either so there is some time before the normal business day to get work done as <br /> well. <br /> Etten moved, Laliberte seconded, adoption of Resolution No. 11610 entitled, <br /> "Resolution Approving a Variance from City Code Section 405.03, Hourly Re- <br /> strictions on Certain Operations for Roseville Center, 1121-1151 Larpenteur Ave- <br /> nue," allowing consideration of construction until 11:00 p.m. but no heavy jack- <br /> hammering or movement of concrete would happen after the normal 9:00 p.m. <br /> start of quiet hours. <br /> Community Development Director Gundlach noted for clarification the motion is <br /> to adopt the resolution, provided in Attachment C, which approves the variance. <br /> She would note under the Now Therefore Be It Resolved paragraph the Council <br /> would want to add "Subject to the following conditions: No jackhammering and <br /> dumping of concrete into trucks is allowed during the variance hours.
