6/17/19 <br />Jeanne Kelsey <br />Planning and Economic Development Department <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN <br /> <br />Re: Redevelopment of 2720 Fairview Avenue, Roseville <br /> PID Number: 042923430002 <br />Dear Ms. Kelsey, <br /> <br />We are excited to be involved in the transformation and redevelopment of 2720 Fairview <br />Avenue into a mixed-use site. <br />The area is designated as the Twin Lakes Redevelopment Area, which has seen <br />significant recent reinvestment in retail, corporate offices, and hotels. In addition, as you <br />know, there are several other properties in close proximity to 2720 Fairview Avenue that <br />are in some stage of redevelopment or planning for redevelopment that will continue the <br />positive energy and transformation the City of Roseville envisions for this area. <br /> <br />The property has a shuttered, vacant cross dock type warehouse and large surface parking <br />lot that is currently used for storage of semi-truck trailers. The property is in disrepair <br />and poses blight and security concerns on the neighborhood and community. <br /> <br />We are proposing to demolish the buildings, remediate the existing pollution and develop <br />a mixed-use site that will contain a new building for a current Roseville medical office <br />employer, Tareen Dermatology, and a high-amenity, market-rate apartment building, as <br />well as parking to serve those uses. <br />We are proposing to subdivide the property into two parcels. The southern parcel will <br />contain a two story 40,000 sq. ft. medical office building. The northern parcel will be <br />developed with a 5-story apartment building with approximately 127 dwelling units. <br /> <br />We believe the project is consistent with all applicable regulations of the City’s Zoning <br />Code and the land use guidance of the City’s Comprehensive Plans. <br /> <br />Findings for the Conditional Use Permit for a multi-family dwelling: <br /> <br />(a) The proposed use is not in conflict with the Comprehensive Plan <br /> <br />The 2030 Comprehensive Plan designates the site as Community Mixed Use. <br />Community Mixed Use areas are intended to contain a mix of complementary uses that <br />19 <br /> <br />
