Regular City Council Meeting <br /> Monday,July 15, 2019 <br /> Page 3 <br /> Mr. Englund indicated the owner is signing a lease Friday and asked to have the <br /> weekend to move the items. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Laliberte moved, Etten seconded, directing Community Development staff to <br /> abate the public nuisance violations at 679 Eldridge Avenue by notifying a con- <br /> tractor to remove items stored outside but stating the enforcement of that until af- <br /> ter July 22, 2019. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, Groff and Roe. <br /> Nays: None <br /> d. Review 2020 Changes in Property Tax Base, Legislative changes, and Other <br /> Budgetary Impacts <br /> Finance Director Chris Miller briefly highlighted this item as detailed in the RCA <br /> and related attachments dated July 15, 2019. <br /> Mayor Roe asked if the differential between the levy increase percent and taxpay- <br /> er impact percent applies to all properties. Whatever change there is in the levy <br /> will have a proportionally larger percent change to the property tax no matter <br /> what the actual evaluation is. <br /> Mr. Miller noted it is always going to be relative. For single-family homes, gen- <br /> erally speaking there are some single-family homes that did not increase at that <br /> same rate. Some increased at a lower rate than the tax rate as a whole so those <br /> property owners will see a different impact. <br /> Mayor Roe thought generally speaking there will still be a differential between <br /> what the levy change is in terms of a percent change to levy and what the tax <br /> change would be. <br /> Mr. Miller indicated that was true. <br /> e. Receive the 2020-2039 Capital Improvement Plan <br /> Finance Director Chris Miller briefly highlighted this item as detailed in the RCA <br /> and related attachments dated July 15, 2019. <br /> Mr. Miller started his presentation on fee supported funds. <br /> Councilmember Laliberte asked where the revenues are represented from the ten- <br /> ants that lease in the strip mall owned by the City of Roseville. <br />
