Roll Call <br /> Mayor Roe called the meeting to order at approximately 6:00 p.m. Voting and Seating <br /> Order: Groff, Etten, and Roe. Members Laliberte and Willmus were absent. City Manag- <br /> er Patrick Trudgeon and City Attorney Erich Hartmann were also present. <br /> 2. Pledge of Allegiance <br /> 3. Approve Agenda <br /> Etten moved, Groff seconded, approval of the agenda as presented. <br /> Roll Call <br /> Ayes: Groff, Etten, and Roe. <br /> Nays: None. <br /> 4. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> Nicole Holliday, a resident of Minneapolis and local activist for black rights and also a <br /> business owner, concerned citizen, and parent, explained her goal is to remind everyone <br /> of the matter at hand which is Ralph Bell. She also noted Ralph Bell's son and fiancé are <br /> at the meeting. She indicated the emotions on this subject are high and she would hope <br /> that the Council understand that and empathize. She and the other people in the audience <br /> are at the meeting to share a voice that Ralph Bell can no longer use but through this, he <br /> will speak. <br /> Ms. Holliday indicated she spoke to the FBI today and was told the local police need to <br /> initiate their involvement. There is no police presentation here, so she wanted to know <br /> what the City of Roseville is waiting on. She guessed that would be addressed at another <br /> meeting. She noted the family and friends want to trust the system, but it is nearly impos- <br /> sible, especially in Minnesota because there are too many cases like this. She explained at <br /> next week's Stillwater meeting she is going to ask them why the FBI was not made aware <br /> right away in December that Ralph Bell was a missing person. That is what the FBI spe- <br /> cializes in. She stated she wants to know, once the body was found, why Roseville did <br /> not engaged the FBI more heavily or at all. She wanted to know if the FBI was involved, <br /> at what capacity, and if not, then why. She wanted to know if there were re-interviews <br /> done once the body was found in the area, was video footage gained along Highway 36, <br /> business owners along Dale, and citizens near the car on the empty lot off Victoria. She <br /> indicated the City of Roseville also has possession of phone records that could be re- <br />
