She re- <br /> viewed the timeline of the incident of the disappearance of Ralph Bell with the Council. <br /> She explained Stillwater should have initiated the FBI for a missing person and then <br /> when Ralph Bell's body was found, the City of Roseville should have been held account- <br /> able and the Mayor should have held them accountable for further investigation with the <br /> FBI involved. The City of Roseville did control the narrative to do this. She believed the <br /> Police Chief and Mayor set the tone for this community's temperament in this issue, es- <br /> pecially when it comes to black and white matters. Had Mayor Roe or Chief Mathwig <br /> pressed or voiced deeper concern, this may have gone way different. Maybe if Ralph had <br /> been white, this would have been more urgent which is disgusting to her. She noted this <br /> young black man matters, he is a son, a brother, a father, and she wondered if anyone of <br /> the Council will be available to teach his sons and daughters what fathers teach. Probably <br /> not, so she asked the city to at least give the family justice, partner up, and get answers <br /> for this family so the family can have peace moving forward. She noted Ralph lived in a <br /> community he loved, and the City of Roseville has failed him. The City of Roseville <br /> failed this man, his family, and the community by allowing a murderer to roam the streets <br /> and seek their next victim. <br /> Tenise (did not provide last name), a resident of Maplewood, wondered what the City of <br /> Roseville has done as far as this case since the last time this was brought forward to the <br /> City Council . <br /> Mayor Roe explained from his perspective, because there has been an ongoing police in- <br /> vestigation, he understands that was continuing at that time. He was not sure there was <br /> more. <br /> Tenise asked if the Council reached out to the police chief, researched Ralph Bell, or in- <br /> quired about him. She also asked what has been done to engage in this case. <br /> Mayor Roe indicated he has talked to city staff about it from time to time to understand <br /> where things are at with this case. He generally does not make a practice of getting in- <br /> volved in the police work of a case because as an elected legislative official, there are de- <br /> fined roles by State Statute as to what the Council should and should not be doing. He <br /> certainly was not a law enforcement expert. From his perspective, he has not been taking <br /> an active role in telling the Police Department of investigators what to do necessarily. <br /> Tenise indicated the people rely on the City Council. <br /> Ted (did not provide last name), a resident of Minneapolis, asked how the Mayor and <br /> City Council are the Police Department's boss but do not have any control over these <br />
