Councilmember Groff thought it would be a good idea for the Commission to reach out to the Spanish Immersion School. Mayor Roe suggested La Tapatia in Roseville as a sponsor because that restaurant also has a food truck and could donate the food truck. He thought this was a well thought out plan overall and he liked it. He thought the Council should make sure to be there as well and the plans should proceed with the budget laid out. Vice Chair Peterson thanked the Council for the feedback and indicated the Commission will work toward the next steps and report back to the Council quickly. d. Consider Adoption of an Ordinance Amending §1009.02.D.12c Drive- Through Facilities. City Planner Thomas Paschke briefly highlighted this item as detailed in the RCA and related attachments dated July 22, 2019. Councilmember Etten indicated he read over the Commission discussion and appreciated their thoughts. He asked at what point would this need to be amended. Mr. Paschke thought one thing is the change in use from one proprietor that may- be received the conditional use approval to begin with to somebody who is com- ing in and working under it as an opportunity for staff to work with them. The business will have this information to let them know that these are the require- ments the City needs for the business to function under and the city will monitor the business and make certain that the drive through facility is able to achieve compliance. He thought the catch would be if the City received complaints or drove by and saw there were issues and concerns with that. Then the City would have the conversation with the business. Ms. Gundlach thought a lot of discussion at the Council level was not just with the initial user of the Conditional Use but the future users that get to come later on and use the Conditional Use that is already a part of the record. She thought the Council's concern with the last sentence staff added and to Councilmember Et- ten's question about it being amended from time to time. One example of that which comes to her mind every time is the language staff added "sufficient to ac- commodate demand." Councilmember Etten asked if staff felt there was sufficient information for the City to make accommodations and change that plan.
