Regular city Council Meeting <br /> Monday, July 22, 2019 <br /> Page 14 <br /> The Councilmembers agreed. <br /> Mayor Roe offered the opportunity for public comment, with no one coming <br /> forward. <br /> Mayor Roe inquired if approval required the majority of the entire Council or a <br /> majority of the Councilmembers present. <br /> City Attorney Hartmann indicated it should be approval of the Councilmembers <br /> present. <br /> Etten moved, Groff seconded, enactment of Ordinance 1575 entitled, "An Ordi- <br /> nance Amending §1009.02.D (Conditional Use-Specific Criteria) of the Roseville <br /> City Code," with the language as amended. <br /> Roll Call <br /> Ayes: Groff, Etten, and Roe. <br /> Nays: None <br /> e. Snow Event Parking Discussion <br /> Public Works Director Marc Culver briefly highlighted this item as detailed in the <br /> RCA and related attachments dated July 22, 2019. <br /> Councilmember Etten thanked staff for the work done on this item. He asked if <br /> staff was recommending that a snow emergency declaration be made. <br /> Mr. Culver indicated that was correct and would be similar to what other cities <br /> have where once a snow emergency declaration has been made, there is no park- <br /> ing on the streets at all until streets are cleared curb to curb. In some cases, it will <br /> state for 48 hours or some other time frame and make the enforcement and mes- <br /> sage easier for people. He was not sure how well the residents would respond to <br /> something like that and the City of Roseville would have to be aggressive in <br /> enforcement and at some point, may have to tow vehicles in a pretty large number <br /> to make a dramatic difference in some of the areas where there are issues with <br /> parking. <br /> Councilmember Etten appreciated that the Communications Department had done <br /> some outreach and wondered if it had been useful in other languages. <br /> Mr. Culver indicated one thing he would like to do is work with the Police <br /> Department specifically to distribute the notices and also with the GARE group to <br /> get some of the notices translated. Then there needs to be discussion as to whether <br /> notices need to be in multiple languages. Most of that message sent out is a <br /> canned message and can be translated. It is when there are detailed items for the <br /> specific storms where things get more difficult. <br />
