Regular city Council Meeting <br /> Monday,July 22, 2019 <br /> Page 15 <br /> Councilmember Etten wondered if staff should take the top two areas that are is- <br /> sue areas and focus those extra efforts there and communicate better in those are- <br /> as as that could dramatically reduce the number of cars in violation. <br /> Mr. Culver stated there have been some conversations internally about this as <br /> well. <br /> Police Chief Mathwig updated the Council on the door hangers used by GARE <br /> and Police Department using multiple languages. <br /> Ms. Olson indicated there has been discussion at the communication level, partic- <br /> ularly around how the city communicates effectively in multiple languages when <br /> the City does not have people who speak those languages. She indicated staff can <br /> create some visuals that could be tweeted out or placed on Facebook that can <br /> communicate the story better. <br /> Councilmember Groff asked if apartment renters are more likely to be ticketed. <br /> He thought it would be smart on the building manager's part, when doing the <br /> leasing, to have some information in a packet about the snow emergency policy. <br /> He thought having enough snow for all of the trucks going out is less concerning <br /> to him than not letting people know and then have the trucks go out. <br /> Mayor Roe appreciated the comment on the staff perspective on this. He thought <br /> there were legitimate safety concerns that relate to this item as well and we do not <br /> want to ignore this issue. He would like to see staff focus on the areas where the <br /> biggest issues lie and one thing in communication that sometimes is forgotten is <br /> the frequency needed of messaging. He does not think drastic changes are neces- <br /> sary, and should possibly work with building managers to communicate alerts. <br /> Councilmember Etten asked Chief Mathwig about ticketing and warnings and <br /> where that breaks down. He understood this was discussed before and Chief <br /> Mathwig gives a lot of latitude to the officers to make those decisions, but he <br /> wondered where that break down occurred. <br /> Chief Mathwig indicated this is all officer discretion and a tally could be provided <br /> to the Council but over the years, he has seen more warnings than citations. <br /> Councilmember Etten asked when warnings are put on the cars what is being put <br /> on the car. <br /> Chief Mathwig noted the warnings shows `warning' on the top instead of `cita- <br /> tion' but is the same thing. The vehicle is also getting a tow notice in bright pink <br /> color that goes with it. <br />
