Regular City Council Meeting <br /> Monday,August 12, 2019 <br /> Page 6 <br /> that the BCA is fumbling with the case and get the FBI involved. She noted this case is <br /> making national coverage and going to be seen everywhere. Every day that passes, there <br /> is a credibility issue for the BCA and why the group keeps pressing the case. She noticed <br /> on the agenda there will be a Hispanic Heritage Month in the city, which she thought was <br /> terrific but requested a Ralph Bell Day and tying it into public safety and awareness so <br /> this case can get some recognition. She thought it would be a huge thing for Roseville to <br /> show that the city is willing to work with the citizens. <br /> Ms. Amanda Som-Stewart <br /> Ms. Som-Stewart explained she was also at the meeting with the family of Ralph Bell and <br /> wanted to thank the city for changing the agenda to allow the group to speak. She also <br /> thanked the Council for the steps being taken working with the family to make progress. <br /> Mayor Roe explained the update the Council has received is that the BCA should be fin- <br /> ished with their work sometime later in August. He appreciated the comments and <br /> thoughts, noting the Council will take them under advisement. <br /> 7. Business Items - continued <br /> g. Receive the 2020 City Manager Recommended Budget& Tax Levy <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated August 12, 2019. <br /> Chief Mathwig reviewed the police department budget request with the Council. <br /> Chief O'Neill reviewed the fire department budget request with the Council. <br /> Councilmember Etten asked when the expected time frame would be for the di- <br /> versity officer to be hired. <br /> Chief Mathwig explained in Minnesota a two-year degree is needed in a criminal <br /> justice program to become eligible or a four-year degree or an exemption for <br /> Military M.P. position. He believed by June of 2020 the police department should <br /> be ready to hire. <br /> Councilmember Etten indicated when Chief Mathwig made a presentation in Jan- <br /> uary for the cost for an officer, including salary, health care benefits, weapon, <br /> body camera, and training process, it came out to be $81,800. The current cost is <br /> at $96,800 and he wondered why the jump in cost. <br /> Chief Mathwig explained if those costs in January were echoed to the Council as <br /> being all the costs,that was incorrect. That is more of a salary and benefits cost <br /> for an officer. Training, uniforms, licensing, equipment, is well over $90,000 <br /> now and sometime well into $100,000. He apologized for the misinterpretation of <br /> costs. <br />
