He asked <br /> for thirty days. <br /> Councilmember Willmus asked if this item could be tabled for thirty days for im- <br /> provements to be made. <br /> Mr. Englund asked if the item would need to be brought back before the council <br /> or could staff ask for improvement but stay the enforcement. <br /> Etten moved, Groff seconded, directing community development staff to abate the <br /> public nuisance violations at 2745 Hamline Avenue but postpone enforcement un- <br /> til Monday, September 16, 2019 in order to allow the resident to make necessary <br /> repairs. <br /> Council Discussion <br /> Councilmember Etten indicated he would like the repairs to be made before win- <br /> ter. <br /> Councilmember Groff agreed but noted sometimes it takes a while for insurance <br /> companies to come through with the money and adding the additional time on to <br /> this was important to him. <br /> Mayor Roe explained the issue would be if this is not repaired before winter, it <br /> may allow animals to get inside the home which will cause greater problems. <br /> Roll Call <br /> Ayes: Etten, Willmus, Laliberte, Groff, and Roe. <br /> Nays: None <br /> 4. Public Comment <br /> Mayor Roe moved temporarily back to public comment and reviewed the protocol for <br /> public comment. <br /> Ms. Nicole Holliday <br /> Ms. Holliday stated she is working with Ralph Bell's family and wanted to update the <br /> Council on what has been happening. She indicated the group was at the Night to Unite <br /> event and passed out flyers. She thanked Mr. Trudgeon for allowing a memorial to be set <br /> up on Roselawn and Dale. There has also been a vigil. She noted there was a misunder- <br /> standing that Ralph Bell's case was closed on August 5 and on August 7, Detective Gan- <br /> ley stated that it was open. The BCA stated at a medical examiner meeting that the BCA <br /> has done all that could be done on the case and were looking to close it; however, the Ro- <br /> seville police department was told the BCA is still reviewing the case. There is a lot of <br /> confusion and the group still feels that there is a murderer in Roseville. The group was <br /> wondering what the Council could do to get the Roseville police department to recognize <br />
