ORDINANCE NO. 1576 <br /> AN ORDINANCE AMENDING TITLE 3 (BUSINESS REGULATIONS)AND TITLE 10 <br /> (ZONING) OF THE CITY CODE TO ESTABLISH A BUSINESS LICENSE AND <br /> ZONING REGULATIONS FOR TEMPORARY OVERNIGHT SHELTERS <br /> The City Council of the City of Roseville does ordain: <br /> Section 1. City Code §310.01 (License Required) of the City of Roseville, is hereby <br /> amended by establishing parameters and requiring a license for the operation of a Temporary <br /> Overnight Shelter. After Planning Commission and City Council consideration of Project File <br /> 0017, Amendment 37, the following section is established: <br /> Chapter 310: Miscellaneous License Section <br /> §310.01: License Required <br /> No person shall conduct or engage in any of the following businesses or activities without first <br /> obtaining a license: <br /> a Firearm Sales: [Unchanged] <br /> b Veterinary Hospital: [Unchanged] <br /> c Gasoline Stations: [Unchanged] <br /> d Private Gasoline Pumps: [Unchanged] <br /> e Theaters: [Unchanged] <br /> f Temporary Overnight Shelter: An area specifically designated within a place of assembly <br /> for the purpose of overnight housing of individuals on a temporary basis subject to the <br /> following conditions: <br /> 1. A telephone or other means of communication shall be provided within 50 feet of the <br /> area being used for temporary shelter. <br /> 2. Emergency responders (police and fire departments) shall be notified of the use of the <br /> buildings for temporary shelter. <br /> 3. Inspections of the entire shelter will be conducted by building inspectors and tire <br /> inspectors as follows: <br /> a. At least once within the five days prior to the beginning of the licensed period, and <br /> b. At least once during the licensed period. <br /> 4. Smoke alarms shall be provided in each room used for sleeping purposes and in areas <br /> giving access to rooms (i.e. hallways or corridors). The smoke alarms are required to <br /> be 120-volt,hard-wired, with battery back-up. Smoke detectors connected to <br /> automatic fire alarm systems could be used in lieu of single station smoke alarms. <br /> 5. At least one portable fire extinguisher with a rating of 2A-10BC shall be located <br /> within 75 feet of the area used for sleeping purposes. <br />
