6. No Smoking, cooking, candles, or open flames are allowed in the rooms used for <br /> sleeping purposes. <br /> 7. An evacuation diagram or map shall be posted in each room used for sleeping <br /> purposes. <br /> 8. Awake and alert adult chaperones or volunteers shall be present whenever the spaces <br /> are being used for sleeping purposes. <br /> 9. The building being used shall me t the Minnesota State Fire Code requirements for <br /> an existing Group A-3 (assembly) occupancy. <br /> 10. The area or rooms used for sleeping purposes shall be located on the level of exit <br /> discharge (i.e. the main level or a level that has exits to grade level). Up to three steps <br /> (or risers) are allowed. If these rooms cannot be located on the level of exit discharge, <br /> other levels can be used (i.e. basements or second stories) if the area or space: <br /> a. Has two remote means of egress from the space, and <br /> b. Is protected with smoke detection connected to an automatic fire alarm system <br /> throughout the building. <br /> e. In lieu of the automatic fire alarm system, automatic fire sprinkler protection <br /> throughout the building is acceptable. <br /> 11. The area used for sleeping purposes shall have access to two or more egress doors to <br /> the exterior. <br /> 12. If the area being used for sleeping purposes utilizes a hallway or corridor, the hallway <br /> or corridor is required to be one-hour fire-rated, the building is required to be <br /> protected with automatic sprinklers throughout, or the means of egress system is <br /> protected with smoke detectors connected to an automatic fire alarm system. <br /> 13. A maximum of 24 persons may be housed in the temporary shelter at one time, not <br /> including staff, volunteers or chaperones. <br /> 14. The maximum number of weeks per year to be used as a temporary shelter is four. <br /> 15. The area used for sleeping purposes shall have Carbon Monoxide (CO) detection in <br /> the sleeping areas. <br /> -k16. In addition to the requirements noted in this Section, license issuance shall be in <br /> accordance with City Code Section 301.01-301.09, except that the City Council may <br /> elect to issue the license for a period of time exceeding that stated in Section 301.06 <br /> based upon performance of the licensee in prior years. <br /> Section 2. City Code Chapter 1001 (Introduction), Chapter 1005 (Commercial and <br /> Mixed-Use Districts), and Chapter 1007 (Institutional Districts) of the City of Roseville, are <br /> hereby amended to establish a definition of Temporary Overnight Shelters and to specify where <br /> and how they are allowed. After Planning Commission and City Council consideration of Project <br /> File 0017, Amendment 37,the following section is established: <br />
