EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br /> Roseville, County of Ramsey, Minnesota, was held on the 26th day of August 2019 at 6:00 p.m. <br /> The following Council Members were present: Willmus, Laliberte, Groff, Etten, and <br /> Roe; and none were absent. <br /> Council Member Etten introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 11631 <br /> A RESOLUTION APPROVING THE PROPOSED MULTIFAMILY RESIDENTIAL <br /> DEVELOPMENT AS A CONDITIONAL USE ON LOT 1 OF THE FAIRVIEW AVENUE <br /> ADDITION PLAT (PF19-016) <br /> WHEREAS, Reuter Walton Development, LLC and TJL Development, LLC have submitted a <br /> valid application for approval of a proposed a multifamily residential development as a conditional use on <br /> Lot 1 of the Fairview Avenue Addition on behalf of the property owners, Pinecone Roseville, LLC and <br /> 2720 Fairview DFC, LLC; and <br /> WHEREAS, the property included in the proposed Fairview Avenue Addition plat is assigned <br /> Ramsey County Parcel Identification Number 04-29-23-43-0002, and is legally described as: <br /> The South 480 feet of the North 1926 feet of that part of the Southeast Quarter of Section 4, <br /> Township 29, Range 23, lying West of the East 2075 feet thereof, Ramsey County, Minnesota. <br /> WHEREAS City Code §1009.02.0 establishes general standards and criteria that pertain to all <br /> conditional uses; and <br /> WHEREAS, the Roseville Planning Commission held the duly noticed public hearing for the <br /> request on August 7, 2019, and having closed said public hearing, voted to recommend approval of the <br /> proposed multifamily residential development based on the public record and the Planning <br /> Commission's deliberation with certain conditions; and <br /> WHEREAS, the Roseville City Council has made the following findings regarding the general <br /> standards and criteria established in §1009.02.C: <br /> 1. The proposed use is not in conflict with the Comprehensive Plan. The 2030 Comprehensive Plan <br /> does not specifically identify this site for residential development,but the proposal is generally <br /> not in conflict with the Comprehensive Plan because: <br /> a. It represents the Comprehensive Plan's broad goals promoting high quality reinvestment. <br /> b. The description of the pertinent Community Mixed-Use land use category indicates that <br /> "[r]esidential land uses should generally represent between 25% and 50% of the overall <br /> mixed-use area."To date, only about 2.5% of the original Twin Lakes area includes <br /> residential development, and the current proposal would increase that to about 4%. <br /> c. Among the future land use issues discussed in Planning District 10, residential development <br /> is recognized as an important source of support for business development in Twin Lakes. <br /> Page 1 of 2 <br />
