Funding Plan: Funding for this project was not identified in the Capital Improvement Program (CIP) nor in the annual Operating Budget. There was enthusiasm amongst many to assist with the development and ongoing maintenance. Grace Church, a key financial partner, also has adopted the park to help with ongoing maintenance. The approved funding plan was arrived at through a collaboration by the City Council, Parks and Recreation Commission, City Administration, Community Development, Public Works and the Finance Department. Funding for this $250,000 project came together using a variety of funding sources requiring limited tax support. The purchase price for the property was $68,000 with funds from a Community Development Block Grant (CDBG) from Ramsey County. Ramsey County, Kiwanis Club, Grace Church of Roseville, Friends of Roseville Parks (FORPARKS) and the City of Roseville were the key financial partners for funding and a volunteer workforce.
