logistically would be better to have the event at the OVAL this year with a plan to have the <br />event in Central Park in 2020. <br /> <br />Commissioner Newby asked what the logistical differences are between having an event at <br />the OVAL versus Central Park. Staff responded that contract negotiations for setting up <br />sound and equipment for the movie at Central Park is much more time consuming as opposed <br />to licensing the movie and using the existing equipment at the OVAL. In addition lighting, <br />safety plans, security and equipment would be a larger undertaking at Central Park and <br />would require more planning. Therefore, from a staff perspective the recommendation is to <br />have the event at the OVAL this year. <br /> <br />Commissioner Brown offered a connection for food trucks for the event. <br />Commissioner O’Brien suggested that the HRIEC possiblyhave a booth at the Discover <br />Your Park (DYP) events in the future. <br />The group discussed existing events and potentially aligning initiatives and work plans for <br />2020 and meeting again to discuss future strategies. <br />5) PARK DEDICATION REVIEW AND RECOMMENDATION <br />a)ROSEDALE CENTER SEVENTH ADDITION – MACY’S OUT LOT <br />Staff provided a history of Park Dedication in Roseville including the history, purpose <br />and options. <br /> <br />The Macy’s proposal is to split off and create two newadjacentlots. One being .86 acre <br />and one at 1.61 acre for a total acreage of 2.47. The project qualifies for Park Dedication. <br />The cash amount would be $128,908 (10% of the FMV). The land amount would be 5% <br />of 2.47 acres or .12 acre. This area is located in Constellation I. The Parks and Recreation <br />System Master Plan does not identify specific property in this area for acquisition. <br /> <br />Vice-Chair Hoag stated that he does not feel that this location would be a good space for <br />a park. <br /> <br />The Commission generally discussed what the area will look like in the future and how <br />urban parks vary from traditional parkland. <br /> <br />Commissioner Baggenstoss stated that he does not feel that the way Park Dedication is <br />laid out now plans ahead to allow a voice for urban development. <br /> <br />2 <br /> <br />
