Regular City Council Meeting
Monday, August 26, 2019
Page 13
Chief Mathwig explained it is a little bit of a risk but did not see that happening.
Councilmember Etten thanked Chief Mathwig for following through on this and
making it happen. One of the things he was wondering about was the budget. It
is his understanding the Police Department is promoting an officer from within
the department to take this position, so he was wondering about the uniform, cell
phone, and other costs. He wondered if it was an actual promotion or someone
the city is bringing in that is new and needs all of the equipment.
Chief Mathwig explained this is a two-step process. The county attorney covers
the pay and benefits for an additional officer, which would be a new officer added
to the force. A more experienced officer would be placed in the new role. The
other costs are not born by the county attorney's office, it would be born by the
existing budget, is in the 2020 City Manager recommended budget, and includes
many of these costs already.
Etten moved, Willmus seconded, approval of the Cooperative Agreement, be-
tween Ramsey County Attorney's Office and the City of Roseville.
Council Discussion
Councilmember Etten thought this would help the community.
Councilmember Willmus concurred and thought there was a need for focus in this
area and also in freeing up investigators to look at other things as well.
Roll Call
Ayes: Willmus, Laliberte, Groff, Etten, and Roe.
Nays: None
Chief Mathwig thanked Councilmember Etten for his work in facilitating the
meeting with County Attorney Choi.
h. Discussion about Hotel/Motel Regulations
City Manager Patrick Trudgeon briefly highlighted this item as detailed in the
Request for Council Action and related attachments dated August 26, 2019.
Councilmember Willmus asked what the origin of the police calls is. He won-
dered if it is staff at the establishments making the calls, if not where are the calls
coming from. He does not want the employees at these places stop calling.
Mr. Trudgeon was not sure of the origin of the calls, but believed there were calls
from people staying at the establishments and having a problem. He indicated
Councilmember Willmus was right and staff did not want employees to stop call-
ing.
