2. Based on the Developer's request for JCF funding, in the opinion of the City <br /> Council understanding that the Project would not be located within the City if such <br /> JCF funding is not granted, the City Council finds that the Project would not <br /> reasonably expected to occur solely through private investment within the <br /> reasonably foreseeable future. <br /> 3. Because the Project is located in an area of the City guided for industrial and <br /> warehouse uses, the City Council finds that the proposed project conforms to the <br /> general plan for the development or redevelopment of the City as a whole. <br /> 4. The City Council finds that because the proposed Project is on properly zoned <br /> property and is a designated use in the City's comprehensive plan, the proposed <br /> project will afford maximum opportunity, consistent with the sound needs of the <br /> City as a whole, for the redevelopment or development of the project by private <br /> enterprise. <br /> The motion for the adoption of the foregoing resolution was duly seconded by Council <br /> Member Willmus, and upon a vote being taken thereon, the following voted in favor <br /> thereof: Laliberte, Etten, Willmus, and Roe <br /> and the following voted against the same: None <br /> WHEREUPON said resolution was declared duly passed and adopted. <br />
